Apparently he's still struggling with his sexuality but will stick with his marriage for the children. So you're probably right that he never outright admits that he's gay, but the linked article has him admitting to be a loser.

I saw a television interview with Haggard where he went on and on about how ashamed he was at how he's let down everyone. Oddly enough, he stopped short of saying that the primary way he let down everyone was by being such a hypocritical asshole. Apparently, whatever moral shortcomings he may suffer from, hypocrisy is either not one of them, or it's not a moral shortcoming.

Happy Monkey!

It’ll be a sympathetic portrayal, with Haggard saying he did something wrong but he has asked for God’s forgiveness. At no point will he admit he’s gay. By the end of the film, he’ll be slowly working his way back into churches, trying to reclaim his popularity and power.

If Haggard says anything about having done something wrong, he'll mean that doing homosexual things was wrong, but he and probably most of the audience will be missing the point. The only thing he did that was wrong was to amass money and power by appealing to people's hatred, ignorance and fear against gays. The fact that he turned out to be one does not really add or subtract from his being a demagogue, it only adds hypocrisy as a side issue that makes him more vulnerable to ridicule.

I doubt that he will ever repent of how he has hurt many many innocent people by his selling homophobia.
