I would be willing to say more than half. 47% of people who don’t pay taxes include a fairly large chunk of his supporters(not sure if he realized that). 30% of the 47% are retired. The elderly generation, the one republicans like to appeal to, including my father. I’m not positive of a % number as it does not apply in all states. But in certain state military do not pay an income tax, again, another group the republicans like to appeal to.
Will this change the election? In my opinion no, Romney was never going to win in the first place. But this just solidifies a lot of peoples opinions on who to vote for.

Regarding the military: Keep in mind that there is federal income tax that applies regardless of which state you’re in, and then there is state income tax (which some states don’t have at all). IIRC the military doesn’t pay federal income tax on some earnings while stationed overseas, but while in the US, if they are exempted from income tax in some states, that would only be for the state income tax.
The main reason I like that 47% so much is that more than 55% will feel addressed.
