Gruesome abortion/murder case in Philadelphia

Sorry, this is awful.The health department did not investigate complaints from 1996 until 2010, according to the prosecutor in this case. It is speculation on my part, but I wonder if regulators were protecting him because he was willing to perform abortions, particularly ones that others would not perform. Some things just take awhile to sink in or get packaged in a way that people hear them.
