In 1979,  <a href=\"http:\/\/en.wikipedia.org%2Fwiki%2FZia_al_Haq\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">General Zia ul-Haq<\/a> introduced the <a href=\"http:\/\/en.wikipedia.org%2Fwiki%2FHudood_Ordinance\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">Hudood Ordinance<\/a>, which imposes a (purportedly Qur\u2019anic) punishment for crimes such as murder, theft, and adultery. As part of General Zia\u2019s efforts to \u201c<a href=\"http:\/\/en.wikipedia.org%2Fwiki%2FZia-ul-Haq%2527s_Islamization\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">Islamize<\/a>\u201d Pakistan, the law has <a href=\"http:\/\/www.pakistani.org%2Fpakistan%2Flegislation%2Fzia_po_1979%2Ford7_1979.html\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">earned ire<\/a> for its <a href=\"http:\/\/www.dawn.com%2F2006%2F07%2F31%2Fnat13.htm\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">punishment<\/a> of extra-marital sex and rape. According to the Ordinance, if a woman claims that she was raped and not involved in adultery, she must still have four pious male witnesses to prove rape. If four witnesses are not provided, adultery can then be proven through medical evidence, including pregnancy, and is punishable through imprisonment or fine.  Under pressure (some of it coming from a <a href=\"http:\/\/www.thenewstribune.com%2F24hour%2Fworld%2Fstory%2F3327582p-12254599c.html\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">TV show<\/a>), President Musharraf has called for <a href=\"http:\/\/www.salon.com%2Fwire%2Fap%2Farchive.html%3Fwire%3DD8J7OMA03.html\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">possible amendments<\/a> to the Hudood Ordinance, including amending the requirement for a rape victim to produce \u201cfour pious male witnesses\u201d to support her accusation, and automatically declaring as rape sex with a girl under the age of 16, with or without her consent.  Proposed provisions will cover cases such as kidnapping and \u201cforced elopement\u201d \u2013 neither of which were adequately addressed under the hudood laws \u2013 trafficking of women for prostitution, and (in response to <a href=\"http:\/\/en.wikipedia.org%2Fwiki%2FMukhtaran_Bibi\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">Mukhtaran Mai<\/a>) proscribing the death penalty for gang-rape.  However, the religiously conservative North West Frontier Province, where an estimated 338 women languish in prison, many for alleged violations of Hudood laws, has voiced its strong opposition to any changes in the Ordinance, saying that the Hudood laws are in accordance with Sharia. Others, like Pakistani scholar <a href=\"http:\/\/www.naseeb.com%2Fnaseebvibes%2Finterview-detail.php%3Faid%3D3952%26PHPSESSID%3Dceb17c60a851bcd3cdb5d251e6e481b3\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">Javed Ghamidi<\/a>, have <a href=\"http:\/\/hangingodes.blogspot.com%2F2006%2F06%2Freviewing-debate-on-hudood-ordinance.html\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">argued<\/a> that Shariah does not support this law.  Leading human rights and women\u2019s organizations are going further, calling for a complete repeal of the Hudood Ordinance.  At a recent national seminar calling for the repeal of the Hudood Ordinance, Pakistani human rights activists <a href=\"http:\/\/www.dailytimes.com.pk%2Fprint.asp%3Fpage%3D2006%255C07%255C31%255Cstory_31-7-2006_pg11_6\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">called<\/a> the law \u201cun-Islamic, unconstitutional, inhuman, [and] exploitative,\u201d with Musharraf\u2019s moves being mere \u201ccosmetic measures for the emancipation of women in Pakistan.\u201d  One person at the forefront of the effort to repeal the Hudood Ordinance is Dr. Shazia Khalid, a Pakistani physician who was raped and badly injured on January 2, 2005 by a Pakistani officer in the Army\u2019s Defense Services Group. Officials reportedly drugged her for three days to keep her silent and then later sent her to a psychiatric hospital in Karachi.  When Dr. Khalid later filed for asylum and drew <a href=\"http:\/\/topics.nytimes.com%2Ftop%2Freference%2Ftimestopics%2Fsubjects%2Fw%2Fwomen%2Findex.html%3Fquery%3DSHAZIA%2520KHALID%26field%3Dper%26match%3Dexact\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">international attention<\/a>, Musharraf directly criticized her.  \u201cYou must understand the environment in Pakistan,\u201d said Musharraf.  \u201cThis has become a moneymaking concern.
