As a result, most people \u2013 Muslims worldwide included \u2013 have, upon hearing about the Uyghur, asked, \u201cwho?\u201d Because of this, it\u2019s worth reviewing some basic information about who these people are and why their struggle is worth <a href=\"http:\/\/www.cfr.org%2Fpublication%2F16870%2F\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">paying attention<\/a> to.<\/p>\n<p>In a nutshell, the <a href=\"http:\/\/en.wikipedia.org%2Fwiki%2FUyghur_people\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">Uyghur<\/a> are an ethnic minority in China who practice Islam and speak the Turkic language. They are thus both an ethnic and a religious minority, unlike the <a href=\"http:\/\/en.wikipedia.org%2Fwiki%2FHui_people\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">Hui<\/a>, who also practice Islam but who are culturally and physically identical to the <a href=\"http:\/\/en.wikipedia.org%2Fwiki%2FHan_Chinese\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">Han<\/a> majority. The Hui comprise the vast majority of Chinese Muslims, so the Uyghur are a minority within a minority in that regard.<\/p>\n<p>The Uyghur\u2019s <a href=\"http:\/\/en.wikipedia.org%2Fwiki%2FEast_Turkestan\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">ancient homeland<\/a> in central Asia was previously known as East Turkestan, and has been variously ruled by khanates, dynasties, and warlords throughout history. The region was also named <a href=\"http:\/\/en.wikipedia.org%2Fwiki%2FHistory_of_Xinjiang\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">Xinjiang<\/a> (\u201cNew Territory\u201d) during the Qing dynasty. The Uyghur did establish a short-lived East Turkestan Republic between 1944 and 1949, albeit with Soviet help. That ended when the People\u2019s Liberation Army took control and the area was renamed the Xinjiang Uyghur Autonomous Region.<\/p>\n<p>The Uyghur are persecuted by Beijing in much the same way that the Native Americans were for almost two centuries by the United States, in that they face a relentless and systematic campaign to wipe away their cultural heritage and erase their religious identity. The primary vehicle for this is the immense immigrant influx by Han Chinese into Xinjiang, a deliberate resettlement by the Chinese government to change the <a href=\"http:\/\/en.wikipedia.org%2Fwiki%2FXinjiang%23Demographics\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">demographics of Xinjiang<\/a>. One observer <a href=\"http:\/\/www.gnxp.com%2Fblog%2F2008%2F10%2Fuyghurs-chinese-muslims-etc.php\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">notes<\/a> that the \u201cthe Han Chinese push into Xinjiang brings to mind a different dynamic, while the Hui are Jews among gentiles, the Uyghurs are like the Sioux being encircled by homesteaders.\u201d <\/p>\n<p>Over the past 50 years this immigration wave has changed Xinjiang from being 94% Uyghur in 1949 to 45% Uyghur now, with Han comprising 40%. The capital city of Xinjinag, Urumqi, is 75% Han and the Han dominate all levels of civic society and government in the province. It should be noted that Uyghurs, like all minority groups, are exempted from the one-child policy, but there are vastly more Han than Uyghur in China, so the balance in Xinjiang is unlikely to be countered by birthrate.<\/p>\n<p>In addition to the deliberate dispossession of the Uyghur from their own land, the Chinese government engages in <a href=\"http:\/\/www.uhrp.org%2Fcategories%2FIssues%2FReligious-Persecution%2F%3Farticlelive%3D1251b9681b8a24234fad15d1e76ad5c1\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">active religious persecution<\/a> of the Uyghur, with believers forced to use state-approved versions of the Qur\u2019an, a ban on beards and headscarves for any men and women who work in the state sector, and direct management of all mosques by the central authorities. Uyghur men are <a href=\"http:\/\/www.uhrp.org%2Farticles%2F2021%2F1%2FUyghurs-Targeted-Over-Prayers-%2Findex.html\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">fined<\/a> for performing prayers, Muslim schools are <a href=\"http:\/\/www.uhrp.org%2Farticles%2F2034%2F1%2FChina-Cracks-Down-in-Muslim-West-%2Findex.html\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">closed down<\/a>, and fasting by children or teachers is <a href=\"http:\/\/www.uhrp.org%2Farticles%2F293%2F1%2FChina-keeps-limits-on-celebration-of-Muslim-holiday%2FChina-keeps-limits-on-celebration-of-Muslim-holiday.html\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">forbidden<\/a> during Ramadan. This list of grievances goes <a href=\"http:\/\/www.eurasianet.org%2Fdepartments%2Finsightb%2Farticles%2Feav070909b.shtml\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">on and on<\/a>.<\/p>\n<p>In general, the state interferes in almost every aspect of Uyghur culture and religious observance that it can, in an attempt to make even simple observances and acts of piety too difficult to perform. The history and heritage of the Uyghurs are likewise under assault, with historic buildings and sites <a href=\"http:\/\/www.uhrp.org%2Farticles%2F2300%2F1%2FDemolition-of-Kashgars-Old-City-Draws-Concerns-Over-Cultural-Heritage-Protection-Population-Resettlement-%2Findex.html\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">demolished<\/a> and <a href=\"http:\/\/www.uhrp.org%2Farticles%2F2201%2F1%2F-To-Protect-an-Ancient-City-China-Moves-to-Raze-It%2Findex.html\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">razed<\/a>, and the Mandarin language is being <a href=\"http:\/\/www.uhrp.org%2Farticles%2F146%2F1%2FChina-Imposes-Chinese-Language-on-Uyghur-Schools%2FChina-Imposes-Chinese-Language-on-Uyghur-Schools.html\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">imposed<\/a> in rural schools to the exclusion of the Uyghurs\u2019 native tongue.<\/p>\n<p>All of this is intended to eradicate the identity of the Uyghur, though at the same time the Uyghur are also the victims of discrimination and economic marginalization. Uyghurs are explicitly excluded from jobs, with signs stating bluntly \u201c<a href=\"http:\/\/jamesfallows.theatlantic.com%2Farchives%2F2009%2F07%2Fno_uighurs_need_apply.php\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">no Uyghurs need apply<\/a>\u201c. Massive investment by the central government has led to the creation of huge farms and construction projects called bingtuan, at which an estimated 1 in 6 Han in Xinjiang is employed and Uyghurs <a href=\"http:\/\/www.uygur.org%2Fspark%2Farchiv%2F2%2F2%2F2.html\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">rarely hired<\/a>. In urban areas, increased development has led to rising rent, pricing Uyghurs right <a href=\"http:\/\/www.uhrp.org%2Farticles%2F150%2F1%2FChinas-Uyghurs-Lose-Out-to-Development%2FChinas-Uyghurs-Lose-Out-to-Development.html\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">out of the market<\/a> (as noted earlier, Urumqi is 75% Han). In almost every sphere, Uyghurs are second-class citizens with limited prospects and unable to take part in the modernization and development of Xinjiang.<\/p>\n<p>This, then, is the context for the <a href=\"http:\/\/www.csmonitor.com%2F2009%2F0706%2Fp06s04-woap.html\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">riots last week<\/a> in Urumqi, which were actually triggered by a <a href=\"http:\/\/www.nytimes.com%2F2009%2F07%2F16%2Fworld%2Fasia%2F16china.html%3F_r%3D1%26src%3Dtwt%26twt%3Dnytimes\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">hate crime incident<\/a> in eastern China. The resentment they feel is a serious threat to Beijing, which is why the response was so <a href=\"http:\/\/www.boston.com%2Fbigpicture%2F2009%2F07%2Fethnic_clashes_in_urumqi_china.html\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">disproportionate and brutal<\/a>.
