{"id":13877,"date":"2016-04-19T23:21:00","date_gmt":"2016-04-19T23:21:00","guid":{"rendered":"http:\/\/www.catholicnewsagency.com\/news\/will-the-us-take-action-to-protect-the-victims-of-islamic-state-genocide-44036\/"},"modified":"2016-04-19T23:21:00","modified_gmt":"2016-04-19T23:21:00","slug":"will-the-us-take-action-to-protect-the-victims-of-islamic-state-genocide","status":"publish","type":"post","link":"https:\/\/www.patheos.com\/blogs\/catholicnews\/2016\/04\/will-the-us-take-action-to-protect-the-victims-of-islamic-state-genocide\/","title":{"rendered":"Will the US take action to protect the victims of Islamic State genocide?"},"content":{"rendered":"<!DOCTYPE html PUBLIC \"-\/\/W3C\/\/DTD HTML 4.0 Transitional\/\/EN\" \"http:\/\/www.w3.org\/TR\/REC-html40\/loose.dtd\">\n<html><head><meta http-equiv=\"content-type\" content=\"text\/html; charset=utf-8\"><meta http-equiv=\"content-type\" content=\"text\/html; charset=utf-8\"><\/head><body><p><img decoding=\"async\" src=\"https:\/\/www.catholicnewsagency.com\/images\/size340\/Cardinal_Timothy_Dolan_of_New_York_16_visits_a_displacement_center_in_Dawodiya_Iraq_on_April_10_2016_Credit_Elise_Harris_CNA_4_10_16.jpg\"><\/p>\n<p>Washington D.C., Apr 19, 2016 \/ 05:21 pm (<a href=\"http:\/\/www.catholicnewsagency.com\/\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">CNA\/EWTN News<\/a>).- Now that the U.S. has declared that the Islamic State is waging genocide against religious minorities in Iraq and Syria, what will be done to help the victims move forward?<\/p>\n<p>That was the question at an April 19 congressional<\/p>\n<p>Will the US take action to protect the victims of genocide by Islamic State?<\/p>\n<p>hearing before the Tom Lantos Human Rights Commission in Washington, D.C.<\/p>\n<p>\u201cDefining these crimes does not necessarily mean that justice will prevail,\u201d Frank Wolf, a former congressman, stated in his testimony.<\/p>\n<p>On March 17, the U.S. State Department declared that ISIS \u2013 also known as ISIL or \u201cDaesh\u201d \u2013\u00a0 is committing genocide in Iraq and Syria against Christians, Yazidis, and Shia Muslims. The agency\u2019s designation followed similar declarations by the European Union, the U.S. Congress, and the U.S. Commission on International Religious Freedom.<\/p>\n<p>Carl Anderson, Supreme Knight of the Knights of Columbus, claimed in his testimony before the commission that there are two types of genocide: physical and spiritual. The religious minorities of Iraq faced both, as they \u201cfelt totally abandoned\u201d when the Islamic State were expanding, and were \u201cdying spiritually because they had lost hope,\u201d he said.<\/p>\n<p>The genocide declaration was the U.S. \u201cshowing these people that they should not lose hope,\u201d he added.<\/p>\n<p>Although a genocide designation recognizes the victims, there are still millions of internally displaced persons in Iraq and Syria, as well as refugees fleeing the conflict who reside in neighboring countries.<\/p>\n<p>There are 3.4 million internally displaced persons in Iraq and 7.5 million in Syria, Dr. Robert George, chair of the U.S. Commission on International Religious Freedom, noted in his testimony. More than 4.8 million registered refugees reside in states neighboring Syria.<\/p>\n<p>The continued geographic existence of the Islamic State poses a threat to religious minorities in the region, he added. \u201cISIL threatens the very existence of minority religious communities,\u201d as well as Iraq\u2019s stability, he said. \u201cAll civil liberties are wiped out wherever ISIL gains control.\u201d<\/p>\n<p>With genocide officially declared, what more can be done by the U.S. to help the beleaguered minorities of Iraq and Syria?<\/p>\n<p>For one, the U.S. must start planning for the liberation from the Islamic State of towns and cities in northern Iraq, Anderson said. It important that the \u201cliberating military force be integrated\u201d with the area and not seen as another occupying force replacing Islamic State, he said.<\/p>\n<p>The U.S. can also ensure that humanitarian aid sent to the Kurdish Regional Government \u201cactually reaches\u201d the displaced persons there, he added, and that genocide victims who fled to Kurdistan have access to schools and jobs there.<\/p>\n<p>Also, genocide survivors cannot be at the \u201cback of the line\u201d in the U.S. refugee resettlement process, he added, noting that for fiscal year 2016, of the 1,366 Syrian refugees set for admittance \u201cfewer than three percent came from the groups targeted for genocide.\u201d<\/p>\n<p>The U.S. must help Christians resettle elsewhere if they want, but also help them stay, he continued, adding that it is in the security interest of the U.S. to keep the Middle Eastern Christian communities intact. Religious pluralism will crumble if they leave, he said.<\/p>\n<p>Lack of religious freedom and pluralism were the \u201cgenocidal antecedents\u201d of the Islamic State, he continued, and the U.S. cannot beat IS without solving these problems. Religious minorities cannot have \u201csecond-class status,\u201d he said: the \u201cantidote is full equality in law and practice.\u201d<\/p>\n<p>The State Department must also designate Syria and Iraq as \u201cCountries of Particular Concern\u201d where there are \u201csystematic, ongoing and egregious violations of religious freedom\u201d that have been either perpetrated or tolerated by the government, George insisted. To do so would show \u201cfidelity to the truth\u201d, he added.<\/p>\n<p>The designation is made by the State Department to point to the worst violators of religious freedom abroad. It can carry consequences such as adopting economic sanctions against the country until its situation improves.<\/p>\n<p>Just moments before at the hearing, the Ambassador-at-Large for International Religious Freedom, Rabbi David Saperstein, had defended the State Department\u2019s lack of such a designation in the past for Iraq. The law \u201cdoes not talk about non-state actors\u201d perpetrating the crimes, just governments, he said.<\/p>\n<p>The current Iraqi government \u201cclearly has made an effort to try and stop Daesh,\u201d he said. \u201cOn that basis in past years, the determination was made that it did not rise to that level.\u201d He added that the agency will make \u201cnew determinations\u201d shortly.<\/p>\n<p>George also insisted that the U.S. could make a goal of resettling 100,000 Syrian refugees within its borders, with the \u201cstrictest vetting\u201d and a \u201cprioritization on vulnerability,\u201d such as candidates who were abused, enslaved, or tortured. The. U.S. should also allocate sufficient resources to the agencies responsible for the vetting of refugees, he said.<\/p>\n<p>\u201cThe public needs to support this,\u201d he said, but they won\u2019t if they think national security will be compromised in the process. \u201cIt\u2019s not that they\u2019re cruel, it\u2019s not that they lack compassion.
