Washington D.C., Dec 20, 2012 \/ 02:20 am (CNA<\/a>).- The U.S. bishops\u2019 leader on international peace issues said that dialogue is the path to a peaceful resolution of nuclear concerns between the United States and Iran.<\/p>\n

\t\u201cBold steps must be considered to counter this unfortunate and continually rising tide of aggressive posturing between our own nation and Iran,\u201d said Bishop Richard E. Pates of Des Moines.<\/p>\n

\tIn a Dec. 18 letter to Thomas E. Donilon, national security advisor to the Obama administration, he explained that a \u201cpeaceful resolution will require direct, sustained negotiations over a considerable period of time.\u201d<\/p>\n

\tThe bishop, who chairs the Committee on International Justice and Peace for the U.S. Conference of Catholic Bishops, voiced \u201cdeep concern\u201d over the \u201cdangerous situation facing our nation, the international community, and Iran.\u201d<\/p>\n

\tSpeaking on behalf of his committee, he urged the U.S. to immediately begin direct negotiations with the nation in order to avoid further escalation.<\/p>\n

\t\u201cInitiating such talks should be done without preconditions and might include extending to Iran some relief from current international sanctions,\u201d he said.<\/p>\n

\tBishop Pates pointed to \u201cIran\u2019s resistance to credible restrictions on its enrichment activities under the terms of the Nuclear Non- Proliferation Treaty\u201d as a cause for concern. He also warned against \u201cunjustified and unwise military action that could dramatically worsen an already critical situation.\u201d<\/p>\n

\tThe justice and peace chairman reiterated Pope Benedict XVI\u2019s call last year for \u201cdialogue\u201d and \u201cjoint solutions\u201d concerning Iran.<\/p>\n

\tA diplomatic resolution is needed, he stressed, \u201cto prevent Iran from developing nuclear weapons capabilities while allowing them to enrich uranium for nuclear energy in compliance with international norms.\u201d<\/p>\n

\tPreventing military action is critical, the bishop emphasized, noting Catholic teaching that \u201cserious moral and juridical questions\u201d are raised by preventive wars when there is not \u201cclear proof that an attack is imminent.\u201d<\/p>\n

\tHe also pointed to analysts who have suggested that a preventive military strike on Iranian enrichment facilities could \u201clead to broader armed conflict that would likely engulf much of the Middle East.\u201d<\/p>\n

\tBishop Pates referenced three elements that experts have identified as a necessary framework for resolution.<\/p>\n

\tThe international community should affirm Iran\u2019s \u201cright to enrich uranium\u201d in exchange for an Iranian commitment to \u201climit enrichment convincingly short of weapons-grade potential as confirmed by verifiable inspections,\u201d he said.<\/p>\n

\tIn addition, the United States and international community must offer credible security assurances that they will not initiate military action against Iran as long as the nation adheres to treaty obligations and \u201cdoes not itself initiate attack.\u201d<\/p>\n

\tIran should also be \u201cassured access to international nuclear fuel cycle services at market rates.\u201d<\/p>\n

\tBishop Pates recognized that negotiations regarding such an agreement will raise opposition, but stressed that a diplomatic solution is advantageous to all parties and preferable to military action that could yield dramatic and unforeseen results.<\/p>\n

\tHe urged the U.S. to vigorously pursue peaceful negotiations to resolve tensions between the two countries.<\/p>\n

\t\u201cThe stakes are too high and the threats to human life too great to do less,\u201d he said.<\/p>\n
