New York City, N.Y., Jan 9, 2013 \/ 06:03 pm (CNA\/EWTN News<\/a>).- Cardinal Timothy M. Dolan of New York expressed \u201cgreat disappointment\u201d in Gov. Andrew Cuomo's announcement to move forward with the state's proposed Reproductive Health Act.<\/p>\n

\tIn his third annual State of the State address on Jan. 9, the democratic governor said that among other reforms, he intends to strengthen local abortion laws by enacting the measure.<\/p>\n

\tIn response, Cardinal Dolan said the move would ultimately increase New York's \u201cscandalous\u201d abortion rate.<\/p>\n

\t\u201cI am hard pressed to think of a piece of legislation that is less needed or more harmful than this one,\u201d Cardinal Dolan wrote in a Jan. 9 letter to Gov. Cuomo.<\/p>\n

\t\u201cThere was a time when abortion supporters claimed they wanted to make abortion 'safe, legal and rare,'\u201d the leader of the U.S. Catholic Bishops' conference said.<\/p>\n

\tThe cardinal congratulated the Cuomo on his third year as governor and praised some points of the address that he can stand with the governor on, such as reforming gun-ownership laws, raising the state\u2019s minimum wage and improving local health care.<\/p>\n

\tHowever, Cardinal Dolan said he would \u201cbe remiss\u201d if he did not condemn the governor\u2019s proposal to strengthen abortion laws in New York and said he \u201cstands ready and eager\u201d to discuss the issue \u201cat any time.\u201d<\/p>\n

\tHe said that he and his brother bishops would like to work to reduce the state\u2019s abortion rate by providing \u201can environment for all women and girls in which they are not made to feel as if their only alternative is to abort.\u201d<\/p>\n

\tAbortion \u201cgoes against all human instinct\u201d and will frequently lead \u201cto feelings of regret, guilt and pain\u201d for both the mother and father.<\/p>\n

\tCardinal Dolan said Gov. Cuomo appreciates that that millions of New Yorkers of different beliefs hold a \u201cdeep respect for all human life from conception to natural death.\u201d<\/p>\n

\t\u201cI also know that you are aware that New York State\u2019s abortion rate is, incredibly, double the national average,\u201d he said, with 4 out of 10 pregnancies ending in abortion, while impoverished parts of New York City have rates over 60 percent.<\/p>\n

\tWhile Cardinal Dolan and Gov. Cuomo \u201cobviously disagree on the question of the legality of abortion,\u201d Cardinal Dolan said that certainly they must both be \u201cin equally strong agreement that the abortion rate in New York is tragically high.\u201d<\/p>\n
