Washington D.C., Apr 12, 2013 \/ 12:01 am (CNA<\/a>).- Cardinal Peter Turkson marked the 50th anniversary of the papal encyclical \u201cPacem in Terris,\u201d or \u201cPeace on Earth,\u201d by saying that peace stems from the dignity of the person and is meant for everyone.<\/p>\n

\t\u201cWe often hear about peace,\u201d but we often misunderstand what it is, Cardinal Turkson said at an April 11 conference at Catholic University of America in Washington, D.C.<\/p>\n

\tThe cardinal, who serves as president of the Pontifical Council for Justice and Peace and hails from Ghana, noted that peace is not simply \u201cthe absence of war and conflict\u201d but a \u201ca gift from God.\u201d<\/p>\n

\t\u201cPeace is an attribute of God himself. God is peace. Creation aspires to peace,\u201d Cardinal Turkson said. \u201cThis gift\u201d and expression on earth, he added, \u201cbecomes real only when people embrace it.\u201d<\/p>\n

\tThus peace \u201cbegins with the basis of the human person.\u201d<\/p>\n

\t\u201cPacem in Terris\u201d is a 1963 papal encyclical written by Pope John XXIII. The encyclical, written during the height of the Cold War, emphasized negotiation as a means of conflict resolution, and places a strong emphasis on the inherent human rights \u201cto life, to bodily integrity, and to the means which are suitable for the proper development of life.\u201d<\/p>\n

\tThe encyclical addressed interpersonal peace in addition to man\u2019s relationships to the state and the relationships between nations. The document also encourages cooperation between Catholics in promoting peace and its proper understanding among non-Catholics and non-Christians around the globe.<\/p>\n

\tCardinal Turkson emphasized that \u201cPacem in Terris\u201d is an encyclical directed at the human persona and at all persons throughout the globe \u2013 a fact that is represented in that the encyclical addressed \u201call men of good will,\u201d not just Catholics. \u201cAll men are involved in this endeavor,\u201d the cardinal emphasized. \u00a0<\/p>\n

\t\u201cThe building block of nations has been a stumbling block for peace,\u201d he added, explaining that \u201cthe humanly established order does not inherently promote peace.\u201d \u00a0<\/p>\n

\tHe said that countries are fundamentally in conflict with one another because they exist to promote their own interests and national agendas. \u201cHere then are the origins of conflict: envy and greed and other base human tendencies are still with us\u201d in many aspects of the structure of states.<\/p>\n

\tThis is why \u201cPacem in Terris\u201d was \u201caddressed to people, not to nations,\u201d Cardinal Turkson said.<\/p>\n

\tHe also explained that the mission \u201cPacem in Terris\u201d did not begin 50 years ago with the writing of the encyclical, but \u201cbegan with the shepherds and the magi way back at the birth of Christ.\u201d<\/p>\n

\tThe cardinal added that the incarnation and the announcement of Christ\u2019s birth was spread not\u00a0 not just to the Jews but to everyone. In a similar way, the encyclical is for the whole world, not just Christians or Catholics.<\/p>\n

\tThe mission of \u201cPacem in Terris\u201d is also recognized in the reception of peace and the Gospel, Cardinal Turkson added. There is a \u201cneed for everyone to be an agent, but also a beneficiary, of peace.\u201d<\/p>\n
