Washington D.C., Dec 18, 2014 \/ 02:39 am (CNA\/EWTN News<\/a>).- As millions of displaced Iraqis are caught in the dead of winter, the international community has a long way to go to cover their basic needs, according to a panel testimony before Congress last week.<\/p>\n

\t\u201cIndeed, we are not meeting the needs overall. The needs are huge,\u201d admitted the State Department\u2019s Kelly Clements, deputy assistant secretary of the Bureau of Population, Refugees, and Migration.<\/p>\n

\t\u201cI certainly don\u2019t think it\u2019s realistic as we stand today. Not just for Iraq, but for Syria as well,\u201d added Kristele Younes, director of the International Rescue Committee\u2019s director of U.N. humanitarian affairs.<\/p>\n

\tYears of war, sectarian strife, and the recent invasion of the Islamic State have displaced millions in Iraq, and an estimated 5 million are in \u201curgent need of humanitarian aid,\u201d according to Clements\u2019 testimony.<\/p>\n

\tThe onset of winter has brought a whole new set of problems to the already desperate situation. In the Kurdish region of Northern Iraq, winter temperatures average between 3 and 41 degrees Fahrenheit, and millions are in need of adequate shelter and kerosene fuel for heating.<\/p>\n

\tAnd in addition to millions of Iraqis and Syrians living with little to no protection from the cold, another 2 million are in ISIS-held territory and are currently unreachable for humanitarian aid.<\/p>\n

\tBefore the mostly-empty Tom Lantos Human Rights Commission \u2013 members of the House had already left for Christmas break \u2013 USAID\u2019s Thomas Staal said that while \u201clife-saving needs are probably being met, but not adequately.\u201d<\/p>\n

\tMeanwhile, in the Kurdish region alone, where many refugees came after they fled Islamic State forces in Northern Iraq, an estimated 450,000 \u201cneed winter clothes and shoes\u201d according to the U.N.<\/p>\n

\tPerhaps more jarringly, the U.N. has a \u201cfunding gap\u201d of an estimated $173 million for \u201cwinterization support that must immediately be addressed,\u201d according to Younes\u2019s testimony.<\/p>\n

\tThe shelter in Kurdistan is nowhere near adequate for the refugees, either. Even if all the proposed camps were built there for \u201cinternally-displaced persons,\u201d only \u201cone-third\u201d of them would be sheltered, Younes said.<\/p>\n

\tAnd new needs are surfacing daily. A running theme of the testimony was that \u201chumanitarian needs are outpacing the capabilities of donor governments and the international humanitarian system.\u201d<\/p>\n

\tWhile other countries are helping, their budgets are already stretched, the panel insisted.<\/p>\n

\tFor instance, Saudi Arabia and Kuwait have pitched in to help cover the \u201cbasics of food\u201d for Iraqis, \u201cbut that\u2019s going to run out by the end of January,\u201d revealed Staal. He added that despite USAID\u2019s new budget, the \u201cneeds are so huge\u201d that it will be \u201cburned out quickly.\u201d<\/p>\n

\t\u201cThe fact that it is December and that we still are talking about winterization, and providing winter clothes and shoes is frankly a shame. We should be ashamed of ourselves,\u201d said Younes.<\/p>\n

\tSupplies aside, another threat the mass displacement poses is that of instability. Andrea Koppel of Mercy Corps went so far as to call it a \u201cticking time bomb\u201d since it threatens \u201cthe fragile equilibrium of these communities.\u201d
