{"id":113,"date":"2018-04-16T18:29:31","date_gmt":"2018-04-16T23:29:31","guid":{"rendered":"http:\/\/admin.patheos.com\/blogs\/christiandemocracy\/?p=113"},"modified":"2018-04-16T18:29:31","modified_gmt":"2018-04-16T23:29:31","slug":"just-war-and-the-strike-on-syria","status":"publish","type":"post","link":"https:\/\/www.patheos.com\/blogs\/christiandemocracy\/2018\/04\/just-war-and-the-strike-on-syria\/","title":{"rendered":"Just War and the Strike on Syria"},"content":{"rendered":"<!DOCTYPE html PUBLIC \"-\/\/W3C\/\/DTD HTML 4.0 Transitional\/\/EN\" \"http:\/\/www.w3.org\/TR\/REC-html40\/loose.dtd\">\n<html><head><meta http-equiv=\"content-type\" content=\"text\/html; charset=utf-8\"><meta http-equiv=\"content-type\" content=\"text\/html; charset=utf-8\"><\/head><body><p>The recent events involving yet another U.S. military action abroad makes it incumbent upon us to evaluate this latest attack on Syria in light of the Just War Doctrine, which has been developed by the Catholic Church to assess the moral legitimacy of a nation\u2019s use of its armed forces. The Catechism lays it out this way:<\/p>\n<p>\u201cThe strict conditions for <em>legitimate defense by military force<\/em> require rigorous consideration. The gravity of such a decision makes it subject to rigorous conditions of moral legitimacy. At one and the same time:<\/p>\n<p>\u201c\u2014 the damage inflicted by the aggressor on the nation or community of nations must be lasting, grave, and certain;<\/p>\n<p>\u201c\u2014 all other means of putting an end to it must have been shown to be impractical or ineffective;<\/p>\n<p>\u201c\u2014 there must be serious prospects of success;<\/p>\n<p>\u201c\u2014 the use of arms must not produce evils and disorders graver than the evil to be eliminated. The power of modern means of destruction weighs very heavily in evaluating this condition.<\/p>\n<figure id=\"attachment_122\" aria-describedby=\"caption-attachment-122\" style=\"width: 212px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-122 size-medium\" src=\"https:\/\/wp-media.patheos.com\/blogs\/sites\/937\/2018\/04\/Jack-11-212x300.jpg\" alt=\"\" width=\"212\" height=\"300\"><figcaption id=\"caption-attachment-122\" class=\"wp-caption-text\">www.kremlin.ru<\/figcaption><\/figure>\n<p>\u201cThese are the traditional elements enumerated in what is called the \u2018just war\u2019 doctrine.<\/p>\n<p>\u201cThe evaluation of these conditions for moral legitimacy belongs to the prudential judgment of those who have responsibility for the common good.\u201d (<em>Catechism of the Catholic Church<\/em>, \u00a72309) <a href=\"http:\/\/ccc.usccb.org\/flipbooks\/catechism\/index.html#556\/z\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">[1]<\/a><\/p>\n<p>It is important to remember that all four of the conditions must be met in order for a military action to be morally justifiable. It is insufficient if only three, two, or one of the conditions are satisfied. Let\u2019s take a look at the American attack on Syria and see if it was in compliance with the Just War Doctrine, taking each of the four conditions in order.<\/p>\n<p>The first condition is that \u201cthe damage inflicted by the aggressor on the nation or community of nations must be lasting, grave, and certain\u2026.\u201d But Syria hasn\u2019t been inflicting any damage, or threatening to inflict any damage on the United States, so the U.S. cannot claim that it is defending itself from harm. Moreover, the government of Bashar al-Assad is inflicting harm only within the borders of Syria, which would indicate that it is not inflicting damage on the family of nations.<\/p>\n<p>Some will object that the refugees coming out of Syria have caused an economic drain on the family of nations, so that an attack on Syria can be justified on that ground. But in order to satisfy the first condition the damage must be of sufficient gravity. We should think of destruction of cities and loss of life in this connection. Causing a need of humanitarian aid simply isn\u2019t serious enough. Otherwise a country\u2019s causing us expenditure by its policies would be a legitimate basis for waging war against it, which would hardly be a rational approach to international conflict.<\/p>\n<p>The second condition is that \u201call other means of putting an end to it must have been shown to be impractical or ineffective\u2026.\u201d To analyze this condition we should assume the truth of the assertion that the al-Assad government did indeed use chemical weapons on its own people. The public does not have access to the evidence, and it seems as though it would be highly irrational for al-Assad to do such a thing, and invite international hostility, while he is on the verge of victory. But let\u2019s assume the truth of the accusation for purposes of argument.<\/p>\n<figure id=\"attachment_125\" aria-describedby=\"caption-attachment-125\" style=\"width: 212px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-125 size-medium\" src=\"https:\/\/wp-media.patheos.com\/blogs\/sites\/937\/2018\/04\/Jack-22-212x300.jpg\" alt=\"\" width=\"212\" height=\"300\"><figcaption id=\"caption-attachment-125\" class=\"wp-caption-text\">www.kremlin.ru.<\/figcaption><\/figure>\n<p>If the Syrian government is indeed using chemical weapons on its own citizens after being warned repeatedly not to do so, and after assurances were made that it was no longer in possession of such weapons, then it must be acknowledged that further negotiations are not likely to be fruitful. Bashar al-Assad is going to do what he wants to do, and continuing to jawbone about it isn\u2019t going to be effective. This condition, then, by itself, would justify the American attack. But, again, all of the conditions must be met in order to satisfy the Just War Doctrine.<\/p>\n<p>The third condition is that \u201cthere must be serious prospects of success\u2026.\u201d Now while the presence of the Russians in Syria provided more of a challenge than would be the case otherwise, there was no real likelihood that the American armed forces would be unable to accomplish its limited mission. The Russians may have threatened to intercept the American missiles, but Vladimir Putin is not irrational, and engaging the United States military and starting World War III was not seriously to be anticipated. So there was sufficient likelihood of the mission\u2019s success to satisfy the third condition.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-128 alignleft\" src=\"https:\/\/wp-media.patheos.com\/blogs\/sites\/937\/2018\/04\/Jack-31-237x300.jpg\" alt=\"\" width=\"237\" height=\"300\">The fourth condition is that \u201cthe use of arms must not produce evils and disorders graver than the evil to be eliminated, with the proviso that the \u201cpower of modern means of destruction weighs very heavily in evaluating this condition.\u201d There was some concern expressed before the attack that a nuclear war could be sparked due to the presence of the Russians in Syria. But although an attack on Russia itself would certainly intensify the likelihood of nuclear war, there wasn\u2019t any real likelihood that a non-nuclear attack on a Russian ally was going to provoke such a response. The Russians are as aware as the Americans that a nuclear war would have no winners.<\/p>\n<p>It appears, then, that three out of the four Just War conditions point to the legitimacy of the attack. But, of course, that is not enough.
