It may be that Israel\u2019s longest serving prime minister, something of a political legend and a phenomenon, is nearing the end of his premiership. \u00a0But then, he\u2019s lost the prime ministerial office before and come back from defeat to occupy it again. \u00a0Thus, it would never be wise to write Mr. Netanyahu off.<\/p>\n

\u00a0<\/p>\n

The most interesting aspect of the report to which I link above is its discussion of the Arab vote. \u00a0I\u2019m delighted to hear that that Arab vote is becoming important, and that Arab Israelis are beginning to take their potential power seriously. \u00a0(The Arabic words on the Arab politician\u2019s blue political sign that is shown in the video clip may be translated as \u201cA million Arab votes! \u00a0Our unity is strength.\u201d)<\/p>\n

I\u2019ve long thought that the Palestinians have been making a serious political mistake by not exercising their power. \u00a0The Arab sections of Jerusalem, for example, are relatively run down and poor, with minimal municipal services. \u00a0By contrast, the Jewish sections sparkle. \u00a0Part of that, of course, may be due to Zionism, racism, cultural differences between \u201cEuropeanized\u201d or \u201cAmericanized\u201d Israeli Jews and \u201coriental\u201d Arabs, and so forth. \u00a0But a large part of it has also been owing to the fact that even the Arabs who had the right to vote in municipal elections have, all too often, declined to do so as a matter of principle. \u00a0They\u2019ve refused to recognize the legimacy of Israeli government institutions and officers. \u00a0Accordingly, politicians who know that they can never get<\/em> the Arab vote don\u2019t even bother to seek<\/em> it, and the Jerusalem city budget is parceled out among constituents who might<\/em> be persuaded to vote for them.<\/p>\n

But Israel has existed now for very nearly three quarters of a century and Israeli Arabs, those Arabs who have Israeli citizenship (many under Israeli rule do not), have been living under Israeli governance for that entire time. \u00a0It\u2019s not going away. \u00a0Moreover, in many respects (though, alas, not in all), living within Israel as citizens has given these Arabs many good things, from access to superb schools and universities, involvement in a powerful high-tech economy, and the rule of law (would they prefer, say, living under Syrian<\/em> governance?) to opportunities to shop in such places as Jerusalem\u2019s elegant Mamilla Mall, which features outlets from firms including\u00a0Zara, Topshop, Tommy Hilfiger, H.Stern, Pandora, Swarovski, Padani, Timberland, The North Face, GAP, Adidas, Nike, Columbia, Replay, Mango, Diesel, American Eagle, Nautica, and Billabong.<\/p>\n

\u00a0<\/p>\n

Mamilla is located in an area of Jerusalem, near the Jaffa Gate, where my wife and I have stayed on numerous occasions \u2014 more than once in the David Citadel Hotel (e.g., on one occasion, while accompanying the Governor of Utah and an official trade delegation), once in a nearby apartment that we rented with friends, and, this last time, in the venerable King David Hotel.

So it\u2019s time for Israeli Arabs to take full part in Israel\u2019s government, and to oblige that government to serve them<\/em> as well as Israeli Jews<\/em>. \u00a0Whatever may happen to Mr. Netanyahu, it will be a very good thing for Israel if its Arab citizens buy fully into Israel and make Israeli politicians vie for their votes.<\/p>\n
