We had a little blow-up, <a href=\"https:\/\/www.facebook.com\/dave.armstrong.798\/posts\/1701088689926109\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">but we reconciled <\/a>(which was a beautiful thing). So here we are again. He first wrote these words <a href=\"https:\/\/www.facebook.com\/john.c.okeefe.9\/posts\/10215390033129797\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">on his Facebook page<\/a>, and I respond here. His words will be in <span style=\"color: #0000ff;\">blue<\/span>.<\/p>\n<p>* * * * *<\/p>\n<p><span style=\"color: #0000ff;\">A few days ago, I started an exploration of views on immigration and related issues with Dave Armstrong. We got as far as a clear and explicit agreement that the Catholic Church teaching on immigration (we\u2019re both Catholic) includes:<\/span><\/p>\n<p><span style=\"color: #0000ff;\">1. There is a right to migrate. This right is not a social construct; it is a God-given or inalienable right.<\/span><\/p>\n<p><span style=\"color: #0000ff;\">2. Nations have a right to control their borders.<\/span><\/p>\n<div class=\"text_exposed_show\">\n<p><span style=\"color: #0000ff;\">3. These two rights are in tension, and must be balanced justly.<\/span><\/p>\n<p><span style=\"color: #0000ff;\">It seems to me that the real conversation begins when both parties accept #1 and #2, and turn to #3. But to get there, we need to explore the first two. We don\u2019t need to agree on every detail, but we need some understanding of each other\u2019s views on the right to migrate and the right to control borders.<\/span><\/p>\n<p><span style=\"color: #0000ff;\">Often, arguments about immigration bog down with one side asserting that there is a right to migrate, and the other side asserting that there is a right to control borders. Each side denounces the other side for failing to assess a right properly \u2013 or for failing to respect that right, or even acknowledge it.<\/span><\/p>\n<p><span style=\"color: #0000ff;\">Dave and I got as far as agreeing that there are two rights in conflict that must be balanced justly. We did not get as far as explaining and understanding each other\u2019s views on what the two rights mean.<\/span><\/p>\n<p><span style=\"color: #0000ff;\">I hope we can pick it up there.<\/span><\/p>\n<p><span style=\"color: #0000ff;\">A brief sketch of my view on the right of nations to control borders:<\/span><\/p>\n<p><span style=\"color: #0000ff;\">1. Nations have a right and duty to know who is coming in. They have a right and duty to take reasonable steps to exclude terrorists and criminals. They have a right and a duty to identify people carrying infectious diseases, and to take appropriate steps to prevent the spread of disease.<\/span><\/p>\n<p><span style=\"color: #0000ff;\">2. Nations have a right to protect the jobs of their citizens \u2013 for example, by requiring that employers advertise a job locally before hiring internationally.<\/span><\/p>\n<p><span style=\"color: #0000ff;\">3. Nations have a right to protect their culture and\/or national identity. This is, I expect, the consideration that will set the ceiling for immigration. American culture\/identity is in flux. Some people assert that the nation\u2019s identity is predominantly European and Christian. Others \u2013including me \u2014 assert that the founders made it explicit that \u201cwe\u201d are defined by ideas, that \u201cwe\u201d are a people who share a commitment: WE hold these truths \u2026 all people are created equal, and all have some inalienable rights \u2013 rights that are innate, as if endowed by the Creator of the universe \u2013 rights including life and liberty and the pursuit of happiness. People who cannot agree to these ideas should not be offered citizenship.<\/span><\/p>\n<p><span style=\"color: #0000ff;\">I could add a great deal more, but perhaps this will work as a sketch.<\/span><\/p>\n<p>I <strong><em>completely agree<\/em><\/strong>, including agreeing with his own criterion above about the nature of the culture and national identity of Americans.<\/p>\n<p>Surprise! It wasn\u2019t much of a rip-roaring debate, now, <em>was<\/em> it? But\u00a0I thought liberals and conservatives were supposed to be of <em>polar opposite opinions<\/em>\u00a0on the immigration issue? He\u2019s for such sensible limits, and I\u2019m 1000% for tons and tons\u00a0of non-criminal, vetted legal immigrants\u00a0coming here (as I said in our previous exchange). And I am for <a href=\"https:\/\/www.facebook.com\/dave.armstrong.798\/posts\/1687213724646939\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">allowing the \u201cdreamers\u201d to stay<\/a>.<\/p>\n<p>We <em>may<\/em>\u00a0yet disagree, I suppose, on whether a \u201cgood guy\u201d who is an illegal immigrant should be allowed to (newly) come in. I\u2019d say no because he is illegal. Would John say \u201cyes\u201d because he\u2019s a \u201cgood guy\u201d (who thinks nothing of breaking laws)? I don\u2019t know. We\u2019ll see, as we continue.<\/p>\n<p>In the meantime, I\u2019m very happy about this, as I\u2019m always seeking\u00a0(as an ecumenist and Catholic, period) to find \/ achieve as much unity as I can, with my more liberal Catholic brothers and sisters and fellow non-Catholic Christians also.
