Rick Perry delivered a scathing indictment of Barack Obama on Thursday night in Washington, teeing up a presidential run with a speech that took little notice of presumptive Democratic favorite Hillary Clinton and instead castigated the president as feckless, clueless and gutless.<\/p>\n

Just 16 days removed from the 10,000-square-foot Texas governor\u2019s mansion, Perry is on the road and shaping the messages that will accompany a White House campaign. He stopped in Washingtonto deliver rhetorical red-meat to a friendly and very conservative audience.<\/p>\n

The early going has been kind to the Texan: While reporters can\u2019t let go of his calamitous \u2018Oops!\u2019 moment in 2011, he raised political eyebrows on Thursday by unveiling a list of 80 financial power brokers who will shake the trees and make rain for him.<\/p>\n

One of those financiers, who requested anonymity, told Daily Mail Online on Thursday \u2013 in advance of the governor\u2019s address to the conservative American Principles Project \u2013 that Perry is confident he can win.<\/p>\n

\u2018He and his wife believe they are touched by God, and that this is his time,\u2019 the donor said. \u2018It\u2019s like \u2013 they can\u2019t lose \u2013 that\u2019s the sense of it.\u2019<\/p>\n

\u2018I don\u2019t know if he\u2019ll win the nomination, but I\u2019m absolutely sure he\u2019ll be one of the last two Republicans standing,\u2019 he added during a phone interview.<\/p>\n<\/blockquote>\n
