{"id":5243,"date":"2024-03-15T06:01:09","date_gmt":"2024-03-15T11:01:09","guid":{"rendered":"https:\/\/www.patheos.com\/blogs\/denisonforum\/2024\/03\/why-congress-attempt-to-ban-tiktok-matters\/"},"modified":"2024-03-15T06:01:09","modified_gmt":"2024-03-15T11:01:09","slug":"why-congress-attempt-to-ban-tiktok-matters","status":"publish","type":"post","link":"https:\/\/www.patheos.com\/blogs\/denisonforum\/2024\/03\/why-congress-attempt-to-ban-tiktok-matters\/","title":{"rendered":"Why congress\u2019 attempt to ban TikTok matters"},"content":{"rendered":"<!DOCTYPE html PUBLIC \"-\/\/W3C\/\/DTD HTML 4.0 Transitional\/\/EN\" \"http:\/\/www.w3.org\/TR\/REC-html40\/loose.dtd\">\n<html><head><meta http-equiv=\"content-type\" content=\"text\/html; charset=utf-8\"><meta http-equiv=\"content-type\" content=\"text\/html; charset=utf-8\"><\/head><body><p>While Congress has been trying to find a way to reign in TikTok for <a href=\"https:\/\/thedispatch.com\/newsletter\/morning\/the-morning-dispatch-is-tiktok-running\/\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">more than three years<\/a>, the bill passed by the House of Representatives earlier this week seems to have the best chance yet of limiting China\u2019s potential influence through the massively popular social media app.<\/p>\n<p>With a vote of 352 to 65, the legislation was sent up to the Senate with overwhelming and bipartisan support. And while it\u2019s expected to face a <a href=\"https:\/\/www.nbcnews.com\/politics\/congress\/tiktok-bans-fate-uncertain-senate-less-urgency-act-rcna143162\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">more difficult time<\/a> there, President Biden has already said that he would sign it if the bill makes it to his desk.<\/p>\n<p>So, what exactly would the bill do and why has opposition to the app grown so much in recent years?<\/p>\n\n<div class=\"redcirclePlayer-37a0f6aa-2006-4eb1-81a5-b970fddabedb\"><\/div>\n<h2><strong>Why does Congress care?<\/strong><\/h2>\n<p>Let\u2019s start with why members of Congress on both sides of the aisle seem so worried about TikTok\u2019s pervasive use by Americans:<\/p>\n<ul>\n<li>The Chinese Communist Party (CCP) requires that all Chinese tech companies surrender any data that the government requests, regardless of privacy laws in the countries where it was originally collected.<\/li>\n<li>While there is no clear evidence that the CCP has abused that ability in America to date, a former employee of ByteDance\u2014TikTok\u2019s parent company\u2014alleged that the government used the app to \u201c<a href=\"https:\/\/thedispatch.com\/newsletter\/morning\/the-clock-tiktoks-down\/\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">identify and monitor<\/a> activists in Hong Kong during the pro-democracy protests of 2018.\u201d Many in the American government fear the same capabilities could be used here as well.<\/li>\n<li>TikTok currently has an estimated 170 million American users and, as Rep. Mike Gallagher, the chair of the House Select Committee on the CCP and co-author of the bill, remarked, \u201cAmerica\u2019s foremost adversary has no business controlling a dominant media platform in the United States.\u201d<\/li>\n<li>Whether it was a \u201cLetter to America\u201d from Osama bin Laden that went viral on TikTok last year or the way the app has promoted videos favoring Hamas in the wake of the October 7<sup>th<\/sup> attacks last fall, Rep. Raja Krishnamoorthi\u2014the bill\u2019s co-author with Rep. Gallagher\u2014noted that \u201c<a href=\"https:\/\/www.nytimes.com\/2024\/03\/13\/technology\/tiktok-ban-house-vote.html\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">the platform continued<\/a> to show dramatic differences in content relative to other social media platforms.\u201d<\/li>\n<li>And, given that it can take users <a href=\"https:\/\/www.denisonforum.org\/daily-article\/ai-deepfakes-of-trump-arrest-tiktok-algorithm\/\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">as little as 10 minutes<\/a> for TikTok to begin recommending shockingly explicit content on subjects like suicide, drugs, and a host of other topics, the threat extends well beyond geopolitical issues.<\/li>\n<li>Any lingering doubts as to the app\u2019s influence were put to rest when TikTok pushed a notification\u2014one some users could only remove by clicking on it\u2014encouraging them to contact their congressional representatives to oppose the bill. In response, members of congress were quickly inundated with thousands of calls from people expressing a range of responses from anger to <a href=\"https:\/\/thedispatch.com\/newsletter\/morning\/the-clock-tiktoks-down\/\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">threats of suicide<\/a> if the legislation passed.<\/li>\n<\/ul>\n<p>And while companies and government entities have taken steps to ban TikTok to some degree, members of Congress appear on the verge of expanding their censorship of the app on a much broader scale.<\/p>\n<p>So what would the bill aim to do?<\/p>\n<h2><strong>What\u2019s in the bill?<\/strong><\/h2>\n<p>The basic gist of the bill is that ByteDance has six months to either sell off its American user base or leave it behind entirely, something the CCP has <a href=\"https:\/\/www.nytimes.com\/2024\/03\/13\/technology\/tiktok-ban-house-vote.html\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">vowed not to do<\/a>. However, that\u2019s not all it contains:<\/p>\n<ul>\n<li>To begin, should ByteDance fail to divest itself of TikTok\u2019s American market, the bill is designed to ensure that individual companies will do it for them. After the six months is over, any app store or entity found to host TikTok would face civil penalties of <a href=\"https:\/\/www.congress.gov\/bill\/118th-congress\/house-bill\/7521\/text\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">up to $5,000<\/a> for each user \u201cwithin the land or maritime borders of the United States.\u201d<\/li>\n<li>While the bill names ByteDance and TikTok specifically, the language is such that it would give the president the authority to designate other \u201c<a href=\"https:\/\/thedispatch.com\/newsletter\/morning\/the-clock-tiktoks-down\/\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">foreign adversary controlled<\/a>\u201d applications as subject to similar censorship.<\/li>\n<li>Currently, the list of \u201cforeign adversary\u201d countries to whom <a href=\"https:\/\/uscode.house.gov\/view.xhtml?path=\/prelim@title10&amp;edition=prelim\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">the bill would apply<\/a> consists of North Korea, China, Russia, and Iran, though that list could be updated at a later time should the American government deem it appropriate to do so.<\/li>\n<\/ul>\n<p>That last bit of open-ended legislation is what has many of the bill\u2019s detractors worried. Most see the threat that TikTok poses, but fear that giving the government the authority to impose this level of censorship could set <a href=\"https:\/\/x.com\/justinamash\/status\/1767953923636109802?s=20\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">a troubling precedent<\/a> for the future.<\/p>\n<p>In short, they\u2019re worried that the solution will end up being worse than the problem.<\/p>\n<p>And that\u2019s a concern that extends beyond TikTok and the bill opposing it.<\/p>\n<h2><strong>God\u2019s solution: grow up<\/strong><\/h2>\n<p>One of the most difficult aspects of fixing the sin in our lives can be addressing the symptom rather than the root cause of our struggles.<\/p>\n<p>We see that idea play out with the religious leaders throughout the gospels as Jesus continually worked to tear down the man-made laws intended to keep people from sin, but which ended up keeping them from God. That dynamic was at the heart of his Sermon on the Mount, where six times Christ addresses the crowds with some variation of \u201cYou have heard it said\u2026but I say to you\u201d (Matthew 5:21\u201348).<\/p>\n<p>In each case, his goal was to help people understand the ways that they had become so focused on controlling their actions that they had given sin room to take root in their hearts. And, as a result, their solution only made the problem worse.<\/p>\n<p>Instead, Jesus called them to \u201cbe perfect, as your heavenly Father is perfect\u201d (Matthew 5:48).<\/p>\n<p>Eugene Peterson, in <em>The Message<\/em>, translates it this way: \u201cIn a word, what I\u2019m saying is, <em>Grow up<\/em>. You\u2019re kingdom subjects. Now live like it. Live out your God-created identity. Live generously and graciously toward others, the way God lives toward you.\u201d<\/p>\n<p>Christ\u2019s call hasn\u2019t changed. He still expects us to \u201cgrow up\u201d and become the people he has created us to be. And a key part of doing so is learning to see beyond the moment to address the real problem without creating a host of others in the process.<\/p>\n<p>Where does God want you to grow up
