A large influx of migrants during the Biden years has exacerbated New York\u2019s homelessness crisis, much like in other major cities. Mayor Zoran Mamdani has proposed a new plan to increase homeless shelters across the city. This has been a controversial proposal as the Mayor seeks solutions to get people off the streets. Let\u2019s take a look at the situation.<\/p>\n<h2 id=\"h-what-is-mamdani-s-plan\" class=\"wp-block-heading\"><span style=\"color: #0000ff;\">What Is Mamdani\u2019s Plan?<\/span><\/h2>\n<p>Mamdani is <a href=\"https:\/\/www.nyc.gov\/mayors-office\/news\/2026\/01\/mayor-mamdani-restarts-just-home-supportive-housing-initiative--?utm_source=copilot.com\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">advancing<\/a> a shelter\u2011building plan that expands new shelters across all five boroughs under an \u201cequitable siting\u201d policy and restructures the intake system by closing the deteriorated Bellevue facility and redistributing services citywide. Mandani is building his plan on three pillars:<\/p>\n<ul class=\"wp-block-list\">\n<li><strong>Massive expansion of affordable and supportive housing: <\/strong>\n<ul class=\"wp-block-list\">\n<li>A 10\u2011year, $100 billion plan to triple city\u2011financed affordable housing production.<\/li>\n<li>Use of public land (including hospital campuses) for housing.<\/li>\n<li>Restarting and expanding supportive housing projects such as Just Home and Justice\u2011Involved Supportive Housing (JISH).<\/li>\n<\/ul>\n<\/li>\n<li><strong>\u201cEquitable Siting\u201d of shelters:<\/strong>\n<ul class=\"wp-block-list\">\n<li>Every district must host shelters.<\/li>\n<li>No neighborhood is exempt.<\/li>\n<li>Long\u2011delayed shelters (e.g., Bensonhurst) are being pushed forward.<\/li>\n<li>The city argues this is necessary to reduce overcrowding and distribute responsibility fairly.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Integration of shelter, mental\u2011health, and justice\u2011involved services:<\/strong>\n<ul class=\"wp-block-list\">\n<li>Supportive housing tied to health systems.<\/li>\n<li>Shelters paired with mental\u2011health and stabilization services.<\/li>\n<li>Emphasis on reducing street homelessness through Safe Havens and specialized shelters.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>In addition, the city is relocating the Men\u2019s, Women\u2019s, and Family Intake Centers. This is part of the citywide intake overhaul happening in spring 2026. Most of the controversy around these shelters stems from residents who oppose them in their neighborhoods.<\/p>\n<h2 id=\"h-shelters-and-locations\" class=\"wp-block-heading\"><span style=\"color: #0000ff;\">Shelters and <a style=\"color: #0000ff;\" href=\"https:\/\/www.nyc.gov\/site\/dhs\/shelter\/shelter.page\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">Locations<\/a><\/span><\/h2>\n<ul class=\"wp-block-list\">\n<li><strong>Men\u2019s Intake Center<\/strong> will be at 8 E. 3rd Street (Manhattan), opening May 1, 2026.<\/li>\n<li><strong>Women\u2019s Intake Center<\/strong> is at 114 Snediker Avenue\u00a0in East New York, Brooklyn.<\/li>\n<li><strong>Adult\u2011Family Intake Center<\/strong> will be at 333 Bowery (Manhattan), opening May 1, 2026.<\/li>\n<li><strong>320 Pearl Street Safe Haven <\/strong>(Lower Manhattan).<\/li>\n<li><strong>Bensonhurst Men\u2019s Shelter <\/strong>(Brooklyn) is scheduled to open in 2027.<\/li>\n<li>\u201c<strong>Just Home\u201d Project<\/strong> Restarted (Jan 2026).<\/li>\n<li><strong>Justice\u2011Involved Supportive Housing (JISH)<\/strong> has no target opening date yet.<\/li>\n<li><strong>Public Land for Housing<\/strong> is currently being explored.<\/li>\n<\/ul>\n<p>Currently, bed <a href=\"https:\/\/www.coalitionforthehomeless.org\/dhs-hpd-census\/?utm_source=copilot.com\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">capacity<\/a> in New York City is ~90,000 beds of all types. After expansion, the capacity is expected to grow to ~94,000 beds by the end of 2027. The additional sites scheduled to open by the end of 2027:<\/p>\n<ul class=\"wp-block-list\">\n<li><strong>Safe Haven additions<\/strong> \u2013 106 beds<\/li>\n<li><strong>New shelters (2026)<\/strong> \u2013 an additional 500-1,500 beds<\/li>\n<li><strong>Bensonhurst (2027)<\/strong> \u2013 150 beds<\/li>\n<li><strong>Supportive housing (JISH + Just Home)<\/strong> \u2013 an additional 350 beds.<\/li>\n<\/ul>\n<h2 id=\"h-homeless-growth-rate-in-nyc\" class=\"wp-block-heading\"><span style=\"color: #0000ff;\">Homeless Growth Rate in NYC<\/span><\/h2>\n<figure id=\"attachment_7815\" aria-describedby=\"caption-attachment-7815\" style=\"width: 300px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-7815\" src=\"https:\/\/wp-media.patheos.com\/blogs\/sites\/1770\/2026\/04\/small-vecteezy_hostel-room-with-rows-of-bunk-beds-and-sunlight-generative-ai_34747106_small-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\"><figcaption id=\"caption-attachment-7815\" class=\"wp-caption-text\">Homeless shelter capacity is a critical issue for New York City \u2013 image courtesy of Vecteezy.com,<\/figcaption><\/figure>\n<p>The <a href=\"https:\/\/www.coalitionforthehomeless.org\/wp-content\/uploads\/2026\/03\/NYC-Homeless-Shelter-Population-Charts-01-2026.pdf?utm_source=copilot.com\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">number<\/a> of homeless people in New York continues to grow:<\/p>\n<ul class=\"wp-block-list\">\n<li>January 2025 shelter <a href=\"https:\/\/citylimits.org\/homeless-shelter-tracker\/?utm_source=copilot.com\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">census<\/a>: ~83,000 people (rounded from prior-year charts).<\/li>\n<li>January 2026 shelter census: 90,902 people.<\/li>\n<li>This averages out to ~9-10% year-over-year growth.<\/li>\n<li>Growth rates have increased 26% from 2019 to 2025, indicating the migrant influx has had a significant impact.<\/li>\n<li>Based on current forecasts for bed availability of 94,000 by the end of 2027, and the current growth rate, we would need beds for ~108,000 to 110,000 people. That is a very significant gap and would exacerbate the humanitarian crisis in New York City if the current growth rate continues.<\/li>\n<\/ul>\n<h2 id=\"h-new-york-state-assistance\" class=\"wp-block-heading\"><span style=\"color: #0000ff;\">New York State Assistance<\/span><\/h2>\n<p>The state is also supporting short\u2011term stabilization through:<\/p>\n<ul class=\"wp-block-list\">\n<li><strong>Housing Access Voucher Program ($50 million)<\/strong><\/li>\n<li><strong>Empire State Supportive Housing Initiative ($46 million)<\/strong><\/li>\n<li><strong>Homeless Housing and Assistance Program (capital funding for new units)<\/strong><\/li>\n<\/ul>\n<p>The New York State Division of the Budget approved the FY\u202f2026 assistance budgets, but the 2027 budget remains unapproved. It is important to remember that these budget items are statewide, although NYC commands the highest percentage due to need. These programs will help reduce shelter pressure by moving people into housing more quickly.<\/p>\n<h2 id=\"h-the-catholic-view\" class=\"wp-block-heading\"><span style=\"color: #0000ff;\">The Catholic View<\/span><\/h2>\n<p><a href=\"https:\/\/bible.usccb.org\/bible\/matthew\/25?31\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">Matthew 25:31-39<\/a> is among the most quoted verses in Scripture:<\/p>\n<p><em>\u201cWhen the Son of Man comes in his glory, and all the angels with him, he will sit upon his glorious throne, and all the nations will be assembled before him. And he will separate them one from another, as a shepherd separates the sheep from the goats. He will place the sheep on his right and the goats on his left.<\/em><\/p>\n<p><em>Then the king will say to those on his right, \u2018Come, you who are blessed by my Father. Inherit the kingdom prepared for you from the foundation of the world. For I was hungry and you gave me food, I was thirsty, and you gave me drink, a stranger and you welcomed me, naked and you clothed me, ill and you cared for me, in prison and you visited me.\u2019<\/em><\/p>\n<p><em>Then the righteous will answer him and say, \u2018Lord, when did we see you hungry and feed you, or thirsty and give you drink? When did we see you a stranger and welcome you, or naked and clothe you? When did we see you ill or in prison, and visit you?\u2019 And the king will say to them in reply, \u2018Amen, I say to you, whatever you did for one of these least brothers of mine, you did for me.\u2019\u201d<\/em><\/p>\n<h2><span style=\"color: #0000ff;\">Supporting Services Need To Scale<\/span><\/h2>\n<p class=\"p1\"><span class=\"s1\">Looking at the rising homelessness in the city, it is easy to see only the numbers, the policies, and the strain on systems. The current growth rate is not sustainable. New York City operates under a court\u2011mandated Right\u2011to\u2011Shelter consent decree. President Trump has signed an Executive Order (EO) that requires individuals to agree to conditions, such as mental health commitments and support, before receiving housing. The Right-to-Shelter approach must be adopted by all shelters in NYC and nationwide, in my view. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">More effort and coordination related to mental health screening\/care and review of criminal history must also be addressed, but the primary focus is on making beds available. <\/span>Scripture teaches us to see something deeper: the face of Christ in the one who has no place to lay their head. Our charge as disciples to take care of one another is clear. The humanitarian crisis on the streets of New York City must be resolved.<\/p>\n<h2 id=\"h-what-s-next\" class=\"wp-block-heading\"><span style=\"color: #0000ff;\">What\u2019s Next?<\/span><\/h2>\n<p>Three major bodies are actively studying the causes of NYC\u2019s homelessness surge:<\/p>\n<ul class=\"wp-block-list\">\n<li><strong>NYC Council\u2019s General Welfare Committee<\/strong> \u2013 city\u2011level investigation.<\/li>\n<li><strong>Coalition for the Homeless<\/strong> \u2013 independent research and policy analysis.<\/li>\n<li><strong>NYS Comptroller\u2019s Office<\/strong> \u2013 statewide housing insecurity analysis.<\/li>\n<\/ul>\n<p>The root causes of the growth must be addressed in parallel with an effort to increase capacity.
