Bradley Manning, who leaked thousands of military and diplomatic secrets during the Iraq War. \u00a0Manning, who has served 7 years of a 35 year sentence at the military prison in Leavenworth, Kansas, now goes by the name of \u00a0\u201cChelsea\u201d and has been seeking government-funded gender-reassignment\u00a0surgery.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"342\" data-total-count=\"342\">Julian Assange, founder of Wikileaks who is holed up in the Ecuadoran embassy in London, \u00a0<a href=\"http:\/\/time.com\/4636953\/wikileaks-chelsea-manning-julian-assange\/\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">has said\u00a0<\/a>\u00a0that if Obama commutes Manning, he would agree to extradition in the United States to face charges of publishing classified material. \u00a0(That would presumably be better than extradition to Sweden to face charges of rape and sexual assault.) \u00a0Manning\u2019s revelations helped bring Wikileaks to prominence.<\/p>\n<div id=\"premium-content\">\n<!--more-->\n<p class=\"story-body-text story-content\" data-para-count=\"342\" data-total-count=\"342\">From\u00a0<em><a href=\"https:\/\/www.nytimes.com\/2017\/01\/17\/us\/politics\/obama-commutes-bulk-of-chelsea-mannings-sentence.html\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">Obama Commutes Bulk of Chelsea Manning\u2019s Sentence \u2013 The New York Times<\/a>:<\/em><\/p>\n<blockquote>\n<p class=\"story-body-text story-content\" data-para-count=\"342\" data-total-count=\"342\">President Obama on Tuesday largely commuted the remaining prison sentence of Chelsea Manning, the army intelligence analyst convicted of an enormous 2010 leak that revealed American military and diplomatic activities across the world, disrupted the administration and made WikiLeaks, the recipient of those disclosures, famous.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"367\" data-total-count=\"709\">The decision by Mr. Obama rescued Ms. Manning, who <a href=\"https:\/\/www.nytimes.com\/2016\/11\/05\/us\/chelsea-manning-tried-committing-suicide-a-second-time-in-october.html?action=click&amp;contentCollection=U.S.&amp;module=RelatedCoverage&amp;region=Marginalia&amp;pgtype=article\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">twice tried to kill herself last year<\/a>, from an uncertain future as a <a href=\"https:\/\/www.nytimes.com\/2017\/01\/13\/us\/chelsea-manning-sentence-obama.html\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">transgender woman incarcerated at the men\u2019s military prison<\/a> at Fort Leavenworth, Kan. She has been jailed for nearly seven years, and her 35-year sentence was by far the longest punishment ever imposed in the United States for a leak conviction.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"266\" data-total-count=\"975\">The act of clemency could be seen as a reversal, at least in part, of the Obama administration\u2019s unprecedented criminal crackdown on leaking: The administration has brought charges in about nine cases, about twice as many as under all previous presidents combined. . . .<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"290\" data-total-count=\"4127\">Ms. Manning was still known as Bradley Manning when she deployed with her unit to Iraq in late 2009. There, she worked as a low-level intelligence analyst helping her unit assess insurgent activity in the area it was patrolling, a role that gave her access to a classified computer network.<\/p>\n<p id=\"story-continues-4\" class=\"story-body-text story-content\" data-para-count=\"304\" data-total-count=\"4431\">She copied hundreds of thousands of military incident logs from the Afghanistan and Iraq wars, which, among other things, exposed <a href=\"http:\/\/www.nytimes.com\/2010\/10\/23\/world\/middleeast\/23detainees.html\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">abuses of detainees by Iraqi military officers<\/a> working with American forces and showed that <a href=\"http:\/\/www.nytimes.com\/2010\/10\/23\/world\/middleeast\/23casualties.html\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">civilian deaths in the Iraq war<\/a> were probably much higher than official estimates.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"355\" data-total-count=\"4786\">The files she copied also included about 250,000 diplomatic cables from American embassies around the world showing sensitive deals and conversations, dossiers detailing intelligence assessments of Guant\u00e1namo detainees held without trial, and a video of <a href=\"http:\/\/www.nytimes.com\/2010\/04\/06\/world\/middleeast\/06baghdad.html\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">an American helicopter attack <\/a>in Baghdad in which two Reuters journalists were killed, among others.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"325\" data-total-count=\"5111\">She decided to make all these files public, as she <a href=\"https:\/\/www.wired.com\/2011\/07\/manning-lamo-logs\/\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">wrote at the time<\/a>, in the hope that they would incite \u201cworldwide discussion, debates, and reforms.\u201d WikiLeaks disclosed them \u2014 working with traditional news organizations including The New York Times \u2014 bringing notoriety to the group and its founder, Julian Assange.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"338\" data-total-count=\"5449\">The disclosures set off a frantic scramble as Obama administration officials sought to minimize any potential harm, including getting to safety some foreigners in dangerous countries who were identified as having helped American troops or diplomats.
