President Trump has released his new proposal for immigration reform<\/a>.\u00a0 Right now,\u00a0one side attacks it for providing \u201camnesty\u201d to children of illegal immigrants, while the\u00a0other side attacks it for being \u201cheartless.\u201d\u00a0 Let\u2019s consider it point by point.<\/p>\n

(1)\u00a0 \u201cDreamers\u201d\u2013the older children of families in the U.S. illegally who are here through no fault of their own and have grown up here\u2013will not only be allowed to stay, they will be put on a 10-year \u201cpath to citizenship.\u201d\u00a0 President Obama had kept them from being deported with his D.A.C.A. program that President Trump has rescinded.\u00a0 \u00a0This is a generous\u00a0solution\u2013perhaps more generous than the Democrats were offering\u2013and could affect as many as 1.8 million people.<\/p>\n

\n

(2)\u00a0 Appropriations of $2.5 billion will be made to build a wall between the United States and Mexico.<\/p>\n

(3)\u00a0 The family reunification program will be changed so that it only applies to spouses and minor children.\u00a0 Currently,\u00a0an immigrant\u00a0here legally may apply for the rest of his or her family\u2013grandparents, adult sons and daughters with their children, etc.\u2013may also move here legally.<\/p>\n

(4)\u00a0 The visa lotteries will be discontinued.\u00a0 As it is, there are quotas for certain countries allowing a certain number of citizens to emigrate to the U.S.\u00a0 The necessary visas are awarded according to a lottery<\/em>.\u00a0 That is, the visas are given out randomly<\/em>.<\/p>\n

(5) The lotteries and extended family provisions will be replaced by a process of awarding visas to individuals based on their education and skills.\u00a0 Though this proposal is being condemned by immigration activists as racist, elitist, etc., this is the practice in Canada and Australia, both considered immigration-friendly countries.<\/p>\n

Both sides <\/a>are condemning\u00a0this framework in\u00a0overheated rhetoric.\u00a0 \u00a0Mark Krikorian of the Center for Immigration Studies is accusing Trump of betraying his base by offering amnesty to the Dreamers, saying \u201cTime to start burning your #MAGA hats.\u201d<\/a>\u00a0 Meanwhile, House Minority Leader Nancy Pelosi is saying that Trump\u2019s plan is a \u201ccampaign to make America white again.\u201d<\/a><\/p>\n

But is his\u00a0plan really so unreasonable?<\/p>\n

Might the\u00a0outrage from\u00a0both extremes\u00a0be evidence that\u00a0the proposal has\u00a0found the sweet spot?\u00a0 A measure in which neither side gets everything they want, but gets much of what they want, is what a bipartisan, compromise deal looks like.<\/p>\n

This proposal is being called \u201cdead on arrival<\/a>,\u201d but the\u00a0legislative process makes it a work in progress<\/a>.<\/p>\n

It may be that our political system is so polarized that no immigration reform bill of any kind\u00a0has a chance.\u00a0 In which case, neither side\u2013in their demand for total victory\u2013will get anything<\/em> they want, with the Dreamers being deported AND illegal immigrants continuing to pour into the country.<\/p>\n

But if President Trump can pull off immigration reform\u2013something that has eluded the previous presidents, both Democrats and Republicans\u2013he will deserve considerable credit.<\/p>\n
