{"id":5075,"date":"2010-03-17T05:50:55","date_gmt":"2010-03-17T09:50:55","guid":{"rendered":"http:\/\/www.geneveith.com\/?p=5075"},"modified":"2010-03-17T05:50:55","modified_gmt":"2010-03-17T09:50:55","slug":"passing-health-care-without-voting-for-it","status":"publish","type":"post","link":"https:\/\/www.patheos.com\/blogs\/geneveith\/2010\/03\/passing-health-care-without-voting-for-it\/","title":{"rendered":"Passing Health Care without voting for it"},"content":{"rendered":"<!DOCTYPE html PUBLIC \"-\/\/W3C\/\/DTD HTML 4.0 Transitional\/\/EN\" \"http:\/\/www.w3.org\/TR\/REC-html40\/loose.dtd\">\n<html><head><meta http-equiv=\"content-type\" content=\"text\/html; charset=utf-8\"><meta http-equiv=\"content-type\" content=\"text\/html; charset=utf-8\"><\/head><body><p>Our Democratic leaders are resolved to pass the health care reform bill no matter what.\u00a0 Even if it doesn\u2019t have the votes.\u00a0 Here is the latest strategy:<\/p>\n<blockquote><p>After laying the groundwork for a decisive vote this week on the Senate&amp;apos;s health-care bill, House Speaker Nancy Pelosi suggested Monday that she might attempt to pass the measure without having members vote on it.<\/p>\n<p>Instead, Pelosi (D-Calif.) would rely on a procedural sleight of hand: The House would vote on a more popular package of fixes to the Senate bill; under the House rule for that vote, passage would signify that lawmakers \u201cdeem\u201d the health-care bill to be passed.<\/p>\n<p>The tactic \u2014 known as a \u201cself-executing rule\u201d or a \u201cdeem and pass\u201d \u2014 has been commonly used, although never to pass legislation as momentous as the $875 billion health-care bill.
