{"id":10599,"date":"2018-08-15T07:02:31","date_gmt":"2018-08-15T13:02:31","guid":{"rendered":"http:\/\/admin.patheos.com\/blogs\/janetheactuary\/?p=10599"},"modified":"2018-08-15T07:39:46","modified_gmt":"2018-08-15T13:39:46","slug":"how-do-you-hold-bishops-accountable-without-destroying-the-church","status":"publish","type":"post","link":"https:\/\/www.patheos.com\/blogs\/janetheactuary\/2018\/08\/how-do-you-hold-bishops-accountable-without-destroying-the-church.html","title":{"rendered":"How do you hold bishops accountable without destroying the church?"},"content":{"rendered":"<!DOCTYPE html PUBLIC \"-\/\/W3C\/\/DTD HTML 4.0 Transitional\/\/EN\" \"http:\/\/www.w3.org\/TR\/REC-html40\/loose.dtd\">\n<html><head><meta http-equiv=\"content-type\" content=\"text\/html; charset=utf-8\"><meta http-equiv=\"content-type\" content=\"text\/html; charset=utf-8\"><\/head><body><p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-5619\" src=\"https:\/\/wp-media.patheos.com\/blogs\/sites\/533\/2016\/11\/St_Etheldredas_Church_Interior_London_UK_-_Diliff.jpg\" alt=\"\" width=\"749\" height=\"600\"><\/p>\n<p>That\u2019s the question, isn\u2019t it?<\/p>\n<p>In the wake of the McCarrick scandal comes the grand jury\u2019s report on sexual abuse in Pennsylvania, as summarized, for instance, by <a href=\"https:\/\/ricochet.com\/543877\/7-shocking-takeaways-from-the-pa-catholic-church-grand-jury-document\/\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">Bethany Mandel at Ricochet<\/a>, and at the <a href=\"https:\/\/www.catholicnewsagency.com\/news\/pennsylvania-grand-jury-report-details-decades-of-clerical-abuse-allegations-33047\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">Catholic News Agency<\/a>.\u00a0 The report is devastating, with multiple instances of stomach-churning levels of abuse, and with bishops more interested in protecting the abusers than the abused.\u00a0 Most notably, this is not all a matter of the past, and some long-dead bishop, but rather the current bishop of Washington, <a href=\"https:\/\/en.wikipedia.org\/wiki\/Donald_Wuerl\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">Cardinal Donald Wuerl<\/a> is identified as one such complacent, indifferent bishop, during his time as bishop of Pittsburgh.\u00a0 His twitter feed says at this point <a href=\"https:\/\/twitter.com\/Cardinal_Wuerl\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">exactly nothing<\/a> about the grand jury report.\u00a0 He has <a href=\"https:\/\/adw.org\/wp-content\/uploads\/sites\/2\/2018\/08\/ADW-Priests-PDF-081318.pdf\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">put out a statement<\/a> (which is not easy to find) claiming that he did everything he was supposed to do; the report itself (linked to by <a href=\"http:\/\/theanchoress.com\/lets-fasten-our-seatbelts-fellow-catholics-gonna-be-a-bumpy-ride\/\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">The Anchoress<\/a>, Elizabeth Scalia) documents otherwise, that he, too, participated in the reassigning of molestor-priests.\u00a0 (Wuerl is also engaged in some further CYA with a website <a href=\"https:\/\/thewuerlrecord.com\/\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">specifically created to defend his actions<\/a>.)<\/p>\n<p>What to do?\u00a0 At <a href=\"https:\/\/www.wordonfire.org\/resources\/blog\/the-church-and-clergy-in-crisis-7-practical-first-steps-we-must-take\/5872\/\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">Word on Fire<\/a>, Scalia outlines seven steps, though most of them seem most effective for those who are already \u201cin the know\u201d or hooked up into the larger Catholic world.\u00a0 She also, on her own site, <a href=\"http:\/\/theanchoress.com\/bishop-barron-calls-for-specific-questions-on-mccarrick-et-al\/\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">lists some bishops<\/a> who have made specific statements that go beyond the bland promises of the USCCB.\u00a0 <a href=\"https:\/\/www.simchafisher.com\/2018\/08\/09\/the-bishops-silence-is-a-scandal-in-itself\/\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">Simcha Fisher<\/a> rails at the silence of the (other) bishops.<\/p>\n<p>On twitter, journalist Terry Teachout wrote:<\/p>\n<p><a href=\"https:\/\/twitter.com\/terryteachout\/status\/1029448010684686336\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">https:\/\/twitter.com\/terryteachout\/status\/1029448010684686336<\/a><\/p>\n<p>National Review writer Michael Brendan Dougherty said this:<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">I actually feel sick reading this. I have read extensively about the \u201cbad popes\u201d in history, but I cannot think of any era in the Church that compares in moral corruption to this. The Pre-Reformation era was venal. This is demonic by comparison.<\/p>\n<p>\u2014 Michael Brendan Dougherty (@michaelbd) <a href=\"https:\/\/twitter.com\/michaelbd\/status\/1029465103463317505?ref_src=twsrc%5Etfw\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">August 14, 2018<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>Ed Preston (who as far as I can tell is a relative nobody) had this to say:<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">My 2 cents is this, the RC church has a very small window of opportunity to address this problem, and the only possible response is a savage, merciless purge of the guilty, including anyone who covered it up, and it must be done by the Pope himself. Otherwise they *are* dead.<\/p>\n<p>\u2014 Ed Preston (@edpreston) <a href=\"https:\/\/twitter.com\/edpreston\/status\/1029574420900323328?ref_src=twsrc%5Etfw\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">August 15, 2018<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>But Power Girl dials back his anger to write:<\/p>\n<p><a href=\"https:\/\/twitter.com\/AdamEFreyWrites\/status\/1029574657249357825\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">https:\/\/twitter.com\/AdamEFreyWrites\/status\/1029574657249357825<\/a><\/p>\n<p>From all appearances, our bishops are bureaucrats and brown-nosers who made it to their position by schmoozing with the right people and demonstrating the right sorts of politics.\u00a0 They\u2019re trying to solve the problem with new layers of bureaucracy.\u00a0 They\u2019re shrugging off any misdeeds of their own \u2014 whether it\u2019s direct wrongdoing such as actual molestation or refusal to act on reports of such, or a more widespread indifference to such behavior among their peers and in their seminaries \u2014 in favor of bland professions that, as a collective, they will do better.\u00a0 I look at my own bishop\u2019s twitter account:\u00a0 <a href=\"https:\/\/twitter.com\/CardinalBCupich\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">nothing<\/a>.\u00a0 In an <a href=\"https:\/\/www.americamagazine.org\/faith\/2018\/08\/07\/cardinal-cupich-supports-investigation-mishandling-mccarrick-complaints\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">interview earlier this month<\/a>, Cardinal Cupich asserted that he was \u201cshocked\u201d at McCarrick\u2019s actions, but that, except maybe for a few oversights here and there, the system now in place is just fine and there\u2019s no systemic problem. \u00a0 Each and every bishop, near as I can tell (and, readers, please let me know otherwise in the comments) is telling us the same thing:\u00a0 \u201cI knew nothing, and nothing of this sort goes on in my diocese or in my seminary, so I am personally blameless, though I am sadded that Bad Things happened elsewhere and I apologize on behalf of other people who actually did these things.\u201d<\/p>\n<p>So which is it?\u00a0 Cupich\u2019s \u201check, I guess we can fine-tune our process a bit\u201d (OK, fine, that\u2019s a paraphrase) or Teachout\u2019s \u201cend of the church\u201d assessment?\u00a0 Or is <a href=\"https:\/\/www.patheos.com\/blogs\/janetheactuary\/2018\/07\/cardinal-mccarrick-and-the-future-of-the-church.html\" class=\" decorated-link\" target=\"_blank\">Ross Douthat\u2019s assessment<\/a> correct that the bishops have already lost their moral authority, ignored by liberal and conservative Catholics alike as spiritual leaders, functioning only as administrators and executives, so that the new wave of scandals is less of a surprise and will have less of an impact?\u00a0 I mean, we are, after all, becoming accustomed to the idea that our nation\u2019s president is no particular role model; perhaps, likewise, the same is true of our bishops and we need to look elsewhere for models of holiness.\u00a0 (<a href=\"http:\/\/theanchoress.com\/how-can-we-rebuildmychurch-cardinal-wuerl-accidentally-points-the-way\/\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">Elizabeth Scalia proposes<\/a> that bishops return to a focus on pastoral care with laypeople taking up management duties, and that they leave if they\u2019re unwilling to do so \u2014 it seems like wishful thinking that a bishop would agree to this, if it also means giving up control, and, cynically, if it means giving up the ability to hobnob with the rich and powerful, but, on the other hand, even in such a case bishops would probably declare that politics and schmoozing count as pastoral care.)<\/p>\n<p>But at the same time, those same bishops are asking us, every year (taking up two or even three Sundays\u2019 worth of homilies) to donate to their annual appeals, not to mention periodic larger fund drives.\u00a0 Those funds, we\u2019re told, go to less fortunate parishes, and to diocese-wide ministries like NFP and marriage prep, and incidentally also to the bishop\u2019s pet causes (around here, that means immigration and anti-violence initiatives).<\/p>\n<p>And so back to the question of this post\u2019s title.<\/p>\n<p>Rod Dreher responded to the prior scandals, about which he knew painfully much as a reporter, by becoming Orthodox \u2014 which was, incidentally, the destination of the <a href=\"https:\/\/www.patheos.com\/blogs\/janetheactuary\/2017\/04\/bible-answer-man.html\" class=\" decorated-link\" target=\"_blank\">Bible Answer Man<\/a> as well.\u00a0 To be honest, many years ago, I concluded that the Orthodox Church wasn\u2019t for me because (a) there was too much danged fasting and (b) it wasn\u2019t small-c catholic enough, that is, one might find an English-speaking Orthodox parish nearby, then relocate and end up with none near enough to really be much of a parish home \u2014 that, and the fact that it just didn\u2019t have a sense of familiarity as did a Catholic church.<\/p>\n<p>But absent that, how do you avoid throwing the baby out with the bathwater?\u00a0 How do you decide which bishops to trust when they make their denials?\u00a0 And if you decide that your particular bishop has failed his flock, how do you punish him without punishing the Catholic Church?\u00a0 \u2014 because at this point, what I\u2019m seeing a lot of are statements that we should \u201cpetition the Pope\u201d and, quite honestly, I don\u2019t think that\u2019ll go anywhere, but what might have an impact, an \u201cuprising\u201d of the faithful, daily protests in front of cathedrals, withholding of donations, etc., would also be very destructive.<\/p>\n<p>\u00a0<\/p>\n<p>Image:\u00a0<span style=\"display: inline !important;
