phased in by 2020, as reported, for instance, <a href=\"http:\/\/www.nytimes.com\/2015\/05\/20\/us\/los-angeles-expected-to-raise-minimum-wage-to-15-an-hour.html\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">at the New York Times<\/a>, and passed by a 14 \u2013 1 margin, too. \u00a0That article also links to <a href=\"http:\/\/www.nytimes.com\/2015\/05\/19\/opinion\/new-york-can-lead-the-way-to-higher-pay.html\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">an editorial<\/a> claiming that, by means of a \u201cWage Board,\u201d the state of New York can raise wages for any particular occupation without needing legislation, so long as the board determines that \u201cpay is judged to be too low to support the health or \u2018adequate maintenance\u2019 of its workers.\u201d<\/p>\n<p>Here\u2019s an article <a href=\"https:\/\/www.patheos.com\/blogs\/janetheactuary\/2014\/05\/another-minimum-wage-guinea-pig-and-the-bls-data.html\" class=\" decorated-link\" target=\"_blank\">I wrote a year ago<\/a>, in which I pulled out typical pay rates for various occupations in Seattle, when they passed their $15\/hr phase-in wage, and here\u2019s a link for the <a href=\"http:\/\/www.bls.gov\/oes\/current\/oes_31100.htm\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">L.A. wage data from the bls site<\/a>.<\/p>\n<p>Here are some median hourly wages:<\/p>\n<p>Manicurist and pedicurist: \u00a0$8.99<\/p>\n<p>Fast food workers: \u00a0$9.08<\/p>\n<p>Motion picture projectionists: \u00a0$10.11<\/p>\n<p>Restaurant cooks: \u00a0$11.10<\/p>\n<p>Clerical library assistants: \u00a0$11.82<\/p>\n<p>Physical therapist aides: \u00a0$12.92<\/p>\n<p>Nursing assistants: \u00a0$13.31<\/p>\n<p>Carpet installers: \u00a0$13.51<\/p>\n<p>Pest control workers: \u00a0$14.08<\/p>\n<p>Preschool teacher: \u00a0$14.34<\/p>\n<p>First-Line Supervisors of Food Preparation and Serving Workers: \u00a0$15.15<\/p>\n<p>Cabinetmakers and Bench Carpenters: \u00a0$16.55<\/p>\n<p>Dental Assistants: \u00a0$17.03<\/p>\n<p>All Occupations: \u00a0$18.41<\/p>\n<p>You get the picture.<\/p>\n<p>Raising the minimum wage to $15\/hour is no trivial action. \u00a0It will impact not just fast food restaurants but large numbers of occupations \u2014 and each worker in each occupation that pays above minimum, will certainly not be content with a new pay level of $15, when that represents exactly the same wage that their neighbor with no skills or experience or special training, is also earning. \u00a0A preschool teacher, or carpet installer, or cabinetmaker, earning the same as a McDonald\u2019s employee? \u00a0Or a McDonald\u2019s supervisor earning no more than the employees he supervises?<\/p>\n<p>Second thought:<\/p>\n<p>Everyone\u2019s talked about how there\u2019ll be declines in employment, as some jobs are automated out of existence and others, where prices go up, lose their customers. \u00a0But I suspect that there\u2019ll be another impact, too: \u00a0an increase in workers working under the table in various ways: \u00a0an under-the-table lawn guy being cheaper than the lawn service, or a similar story for housecleaning, for example \u2014 or small business employers who are accustomed to being on the up-and-up but now simply say, \u201cI can afford to pay you 20 hours \u2018on the clock,\u2019 but I\u2019ll give you another 20 under the table, since that\u2019s the only way I can make payroll.\u201d \u00a0Which of course is one of the ways that employers in countries and locales with onerous labor regulations cope.<\/p>\n<\/body><\/html>\n","protected":false},"excerpt":{"rendered":"<p>Well, Los Angeles has done it: \u00a0$15\/yr, phased in
