{"id":200,"date":"2014-11-11T09:28:00","date_gmt":"2014-11-11T15:28:00","guid":{"rendered":"http:\/\/admin.patheos.com\/blogs\/janetheactuary\/2014\/11\/parking-a-link-an-odd-article-on-teacher-quality.html"},"modified":"2015-02-26T23:04:20","modified_gmt":"2015-02-27T05:04:20","slug":"parking-a-link-an-odd-article-on-teacher-quality","status":"publish","type":"post","link":"https:\/\/www.patheos.com\/blogs\/janetheactuary\/2014\/11\/parking-a-link-an-odd-article-on-teacher-quality.html","title":{"rendered":"Parking a link:  an odd article on teacher quality"},"content":{"rendered":"<!DOCTYPE html PUBLIC \"-\/\/W3C\/\/DTD HTML 4.0 Transitional\/\/EN\" \"http:\/\/www.w3.org\/TR\/REC-html40\/loose.dtd\">\n<html><head><meta http-equiv=\"content-type\" content=\"text\/html; charset=utf-8\"><meta http-equiv=\"content-type\" content=\"text\/html; charset=utf-8\"><\/head><body><div class=\"tr_bq\">Ann Althouse <a href=\"http:\/\/www.althouse.blogspot.com\/2014\/11\/mormon-leaders-have-acknowledged-for.html\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">linked this morning<\/a> to an article in the New York Times on Mormon polygamy which, much as my Mormon friends are great people, is something that I don\u2019t know how they reconcile, and on the NYT site was a further link, to an article titled, \u201c<a href=\"http:\/\/www.nytimes.com\/2014\/11\/11\/us\/obama-administration-puts-new-focus-on-equity-in-teacher-quality.html?action=click&amp;contentCollection=U.S.&amp;region=Footer&amp;module=MoreInSection&amp;pgtype=article\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">U.S. to Focus on Equity in Assigning of Teachers<\/a>.\u201d<\/div>\n<p>Now, in some countries, schools are administered at a state or other regional level. \u00a0But here, each local school district hires its own teachers. \u00a0So I\u2019m really not sure what the idea is when the article says,<\/p>\n<blockquote><p>In a letter to state superintendents released Monday, Deborah S. Delisle, an assistant secretary at the Department of Education, said states must develop plans by next June that make sure that public schools comply with existing federal law requiring that \u201cpoor and minority children are not taught at higher rates than other children by inexperienced, unqualified or out-of-field teachers.\u201d<br>. . .<br>The administration is also urging states to look at teacher evaluations to determine whether those who receive lower ratings are disproportionately assigned to schools with high proportions of racial minorities and students in poverty.\u00a0<\/p><\/blockquote>\n<blockquote><p>But the only requirement of states is that they ensure that teachers are equitably distributed based on experience and credentials.<\/p><\/blockquote>\n<p>Now, in some very large districts, there is a significant variance in poverty-level students from one area to the next \u2014 Lincoln Park vs. Pilsen in Chicago, for instance, though I don\u2019t know whether teachers would stand for being \u201cassigned\u201d to one school or another, rather than applying to teach at a given school and getting the job or not.<\/p>\n<p>But if this directive goes past this to inter-district \u201cequality\u201d \u2014 well, then I\u2019m at a loss. \u00a0Is this intended to mean that the state should be doling out salary supplements to attract experienced teachers to schools which are otherwise less desirable? \u00a0What do you make of
