{"id":270,"date":"2014-09-24T22:57:00","date_gmt":"2014-09-25T04:57:00","guid":{"rendered":"http:\/\/admin.patheos.com\/blogs\/janetheactuary\/2014\/09\/tuition-set-asides-another-example.html"},"modified":"2015-03-01T22:12:27","modified_gmt":"2015-03-02T04:12:27","slug":"tuition-set-asides-another-example","status":"publish","type":"post","link":"https:\/\/www.patheos.com\/blogs\/janetheactuary\/2014\/09\/tuition-set-asides-another-example.html","title":{"rendered":"Tuition set-asides:  another example?"},"content":{"rendered":"<!DOCTYPE html PUBLIC \"-\/\/W3C\/\/DTD HTML 4.0 Transitional\/\/EN\" \"http:\/\/www.w3.org\/TR\/REC-html40\/loose.dtd\">\n<html><head><meta http-equiv=\"content-type\" content=\"text\/html; charset=utf-8\"><meta http-equiv=\"content-type\" content=\"text\/html; charset=utf-8\"><\/head><body><p>So this came from <a href=\"https:\/\/www.insidehighered.com\/news\/2014\/09\/23\/berkeley-journalism-school-considering-10000-tuition-increase\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">Inside Higher Ed<\/a>, as linked to by <a href=\"http:\/\/legalinsurrection.com\/2014\/09\/berkeley-journalism-schools-answer-for-low-paying-careers-10k-tuition-hike\/#comments\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">Legal Insurrection<\/a>: \u00a0the dean of the Berkeley School of Journalism has proposed raising tuition for its two-year master\u2019s program by $10,000 per year. \u00a0The program, which has 100 students, is running a budget shortfall of $500,000 per year, expected to grow by 60% over the next 5 years based on current revenue and spending projections, and the increase falls within standard practice at the university of graduate programs charging differentiated tuition levels. <\/p>\n<p>But here\u2019s the explanation of how the money would be spent:<\/p>\n<blockquote class=\"tr_bq\"><p>Forty-one percent of the money raised would go back toward scholarship money, he said. Some of the money would also pay to beef up the school\u2019s development office, which has only one employee right now, [Dean Edward] Wasserman said. The rest would go toward improving career services to help students in their job searches, upgrading technology and advancing the school\u2019s name and image, Wasserman said. \u00a0<\/p><\/blockquote>\n<p>Now, perhaps I\u2019m missing something here, but no where in that list of uses of the money do they say, \u201cplug existing budget holes\u201d \u2014 so either the budget shortfall is based on planned increased spending in these categories, it\u2019s wholly fictional, or the dean just can\u2019t do math. \u00a0(Which is about right for a journalism school, given how frequently reporters get the math wrong in their articles.) \u00a0I suppose he might have meant, \u201cafter plugging budget holes, this is how we\u2019ll spend the remaining money,\u201d but if that\u2019s stated in the article, I missed it.<\/p>\n<p>And notice that 41% of the tuition increase is planned to go right out the door again as scholarships.<\/p>\n<p>Now, for undergraduates, this is a part of the now-standard game of price-discrimination, aiming at getting upper-middle-class\/frugal parents to pay tuition bills that subsidize everyone else. \u00a0(See my earlier gripe <a href=\"https:\/\/www.patheos.com\/blogs\/janetheactuary\/2014\/01\/tuition-set-asides-in-open.html\" class=\" decorated-link\" target=\"_blank\">here<\/a>.) \u00a0But for graduate students, this is a bit more mystifying. \u00a0A graduate student is by definition an \u201cindependent student\u201d whose parents\u2019 income isn\u2019t considered in determining eligibility for federal financial aid. \u00a0Here\u2019s <a href=\"https:\/\/studentaid.ed.gov\/fafsa\/filling-out\/dependency\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">the official site<\/a>; this took me by surprise as I thought I had read the opposite, that even graduate students were considered dependent on their parents. \u00a0Maybe policies have changed.<\/p>\n<p>In any case, this means that instances of prospective journalism master\u2019s students with a big wad of cash are likely to be few and far between, especially since, as one student said, \u201cWe\u2019re here because we care about social justice, and we want to tell good stories.\u201d \u00a0(Maybe there might be a handful who are married with an employed spouse, though these days they\u2019re more likely to be \u201cpartnered\u201d without any legal ties.) \u00a0So is this tuition set-aside intended to subsidize those prospective students who have applications\/resumes that demonstrate they\u2019ll be future public servants, and the future CNBC reporters will be the subsidizers? \u00a0Are the scholarships being allocated based on \u201cdiversity\u201d criteria rather than \u201cfinancial need\u201d? \u00a0Or is this just a matter of gaming the system with the expectation that students won\u2019t squawk about income-based repayment, 10 or 20-year capped student
