That\u2019s a throw-away line you hear periodically: \u00a0we need a Marshall Plan in the inner cities, for black Americans, for Africa, and so on. \u00a0It\u2019s shorthand for \u201cif only we spend gobs of money on the problem, we\u2019ll fix it,\u201d with a measure of \u201cwe were willing to spend gobs of money on defeated Germans, so we ought to be equally-willing to do so for\u201d some other group.<\/p>\n

I read this line again today, and looked up the Marshall Plan in Wikipedia<\/a>. \u00a0It\u2019s a pretty good article, and makes me want to see if I can find a book with an in-depth treatment. \u00a0Key points:<\/p>\n
