{"id":637,"date":"2014-01-30T21:33:00","date_gmt":"2014-01-30T21:33:00","guid":{"rendered":"http:\/\/admin.patheos.com\/blogs\/janetheactuary\/2014\/01\/the-immigration-principles.html"},"modified":"2014-01-30T21:33:00","modified_gmt":"2014-01-30T21:33:00","slug":"the-immigration-principles","status":"publish","type":"post","link":"https:\/\/www.patheos.com\/blogs\/janetheactuary\/2014\/01\/the-immigration-principles.html","title":{"rendered":"The &#8220;Immigration Principles&#8221;"},"content":{"rendered":"<!DOCTYPE html PUBLIC \"-\/\/W3C\/\/DTD HTML 4.0 Transitional\/\/EN\" \"http:\/\/www.w3.org\/TR\/REC-html40\/loose.dtd\">\n<html><head><meta http-equiv=\"content-type\" content=\"text\/html; charset=utf-8\"><meta http-equiv=\"content-type\" content=\"text\/html; charset=utf-8\"><\/head><body><p>I just don\u2019t know what to make of this.<\/p>\n<p>The Republicans <a href=\"http:\/\/www.nationalreview.com\/corner\/369973\/house-republicans-unveil-immigration-reform-principles-andrew-stiles\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">have released their \u201cimmigration principles\u201d<\/a> and, at first read, they seem potentially fairly innocuous:\u00a0 <\/p>\n<ul>\n<li>\u201cBorder security and interior enforcement must come first.\u201d<\/li>\n<li>Finally implement the entry-exit visa-tracking system that \u201chas been mandated by eight separate statutes over the last 17 years.\u201d<\/li>\n<li>\u201cFully implement a workable electronic employment verification system.\u201d<\/li>\n<li>Visa and green card allocations to high-skilled employees, and a \u201ctemporary worker program\u201d that does \u201cnot displace or disadvantage American workers.\u201d<\/li>\n<li>Citizenship for those brought over as children.<\/li>\n<li>An amnesty program for adult illegals only after \u201cspecific enforcement triggers have been implemented.\u201d<\/li>\n<\/ul>\n<p>But according to <a href=\"http:\/\/dailycaller.com\/2014\/01\/30\/this-is-the-best-scam-they-can-come-up-with\/\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">Mickey Kaus at the Daily Caller<\/a> (link via instapundit.com), Republican leadership is pretty weasely when it comes to tangible plans.\u00a0 He cites Paul Ryan as proposing that <\/p>\n<blockquote class=\"tr_bq\"><p>illegal immigrants would at first get \u201cprobationary status\u201d along with a \u201cwork permit.\u201d They could come \u2018out of the shadows\u2019 and live and work here. Then if measures are taken so the \u201cborder is secured\u201d they\u2019d get a \u201cregular work permit.\u201d<\/p><\/blockquote>\n<p>This comes from <a href=\"http:\/\/www.washingtonpost.com\/blogs\/plum-line\/wp\/2014\/01\/29\/how-to-understand-the-gop-predicament-on-immigration\/\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">Greg Sargent at the Washington Post<\/a>.\u00a0\u00a0Sargent\u00a0is pro-amnesty and thinks this is a bad idea because full legalization isn\u2019t granted soon enough.\u00a0 Kaus recognizes that \u201cprobationary status\u201d would be \u201cprobationary\u201d in name only, because no politician would dare deport someone who\u2019s been granted this \u201cprobationary\u201d status \u2014 and the notion of giving someone a work permit and right to stay in the country and yet claiming that they haven\u2019t been given \u201clegal status\u201d \u2014 who do they think they\u2019re kidding?\u00a0 This\u00a0game of euphemism is worse than the prior version of proposing to\u00a0give people amnesty and denying that\u2019s what it is, using the \u201cpath to citizenship\u201d instead.\u00a0 (Hint:\u00a0 requiring the payment of fines doesn\u2019t make something \u201cnot amnesty\u201d if what you\u2019re fundamentally doing is giving them the right to stay in the country.)<\/p>\n<p>So we\u2019re left speculating.\u00a0 Will a Republican plan include meaningful triggers, such as full implementation of e-verify, or will it include the sort of \u201ctriggers\u201d that exist in the Senate bill, in which legalization is contingent on the submission of a plan, not any type of implementation?\u00a0 Or will it be as bad as Ryan\u2019s immediate \u201cprobationary\u201d status?\u00a0 How far will a guest worker program go \u2014 all the way to Bush\u2019s plan for employers to hire foreign workers as freely as they wish?\u00a0\u00a0 <\/p>\n<p>Reading this, it feels like I\u2019ve stepped into a Twilight Zone episode.\u00a0 The Republican base wants nothing to do with amnesty, yet the GOP leadership is eager not just for a baby step forward like a children\u2019s amnesty, but for a full-blown give-Obama-a-win let-\u2019em-all-in legalization program, and think that if they use words like \u201cprobationary status\u201d they can imagine they\u2019re being strict.<\/p>\n<p>Why are they doing this?\u00a0 Personal conviction?\u00a0 Generous campaign donations?\u00a0 An imagined belief that this is going to ingratiate them with Latinos (who would still prefer the Democrats and their high social welfare spending advocacy anyway)?<\/p>\n<p>Yet there is no group stepping forward, organizing rallies and protests.\u00a0 We\u2019re all just sitting at home, writing blog posts and comments, generally feeling pretty helpless.\u00a0 I really can\u2019t recall a political event where the party rank-and-file felt so betrayed, or worried so much about being betrayed in the future.\u00a0 It just seems so dysfunctional.\u00a0 <\/p>\n<p>And I generally agree with an \u201cenforcement first\u201d approach, not unlike what <a href=\"http:\/\/www.nationalreview.com\/article\/369869\/enforcement-then-amnesty-immigration-mark-krikorian\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">Mark Krikorian outlined earlier today at NationalReview.com<\/a>.\u00a0 (That is, \u201cenforcement first\u201d rather than \u201cenforcement only.\u201d)\u00a0 I\u2019ll even say that I think that requirements for large fines are inappropriate \u2014 there\u2019d either have to be hardship waivers, or some kind of long-term payment plan, or else this wouldn\u2019t work; though the fees would in any case have to be set at a level to cover the cost of all the associated paperwork, and the full cost of the English and citizenship classes and testing, and so on.<\/p>\n<\/body><\/html>\n","protected":false},"excerpt":{"rendered":"<p>I just don\u2019t know what to make of this.
