{"id":6860,"date":"2017-07-06T08:03:53","date_gmt":"2017-07-06T14:03:53","guid":{"rendered":"http:\/\/admin.patheos.com\/blogs\/janetheactuary\/?p=6860"},"modified":"2017-07-07T16:24:30","modified_gmt":"2017-07-07T22:24:30","slug":"subminimum-wage-revisited","status":"publish","type":"post","link":"https:\/\/www.patheos.com\/blogs\/janetheactuary\/2017\/07\/subminimum-wage-revisited.html","title":{"rendered":"A Subminimum Wage, Revisited"},"content":{"rendered":"<!DOCTYPE html PUBLIC \"-\/\/W3C\/\/DTD HTML 4.0 Transitional\/\/EN\" \"http:\/\/www.w3.org\/TR\/REC-html40\/loose.dtd\">\n<html><head><meta http-equiv=\"content-type\" content=\"text\/html; charset=utf-8\"><meta http-equiv=\"content-type\" content=\"text\/html; charset=utf-8\"><\/head><body><p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-6872\" src=\"https:\/\/wp-media.patheos.com\/blogs\/sites\/533\/2017\/07\/17137723666_9d7f768146_c.jpg\" alt=\"https:\/\/www.flickr.com\/photos\/fibonacciblue\/17137723666\" width=\"500\" height=\"300\"><\/p>\n<p>So back some time ago, after the Republicans re-took the House and, at the same time, Obama was yammering on about how he had his pen and phone, I <a href=\"https:\/\/www.patheos.com\/blogs\/janetheactuary\/2014\/12\/lets-talk-about-a-subminimum-wage.html\" class=\" decorated-link\" target=\"_blank\">considered the question of the minimum wage<\/a> and suggested that, if a minimum wage hike was inevitable, or a potential bargaining chip, it should be paired with subminimum wage \u2014 but not the standard lower wage for under-18s. \u00a0Instead, I figured that we could take a different approach.<\/p>\n<blockquote><p>First time entrants into the workforce (based on number of quarters of Social Security earnings history) would be paid at 70% of minimum; increasing to 80%, 90% and 100% after one, two and three years of employment. Same phase-in for the long-term unemployed \u2014 90% for one year of unemployment (as identified via Social Security earnings, so, more of a calendar year than actual year), 80% for 2, 70% for three or more years \u2014 again in each case moving up to 100% of minimum over a period of one, two, or three years.<\/p><\/blockquote>\n<p>So does this hold up, now that there have been some reports in the news lately?<\/p>\n<p>In Seattle, <a href=\"http:\/\/marginalrevolution.com\/marginalrevolution\/2017\/06\/seattle-minimum-wage-study.html\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">the data is now in<\/a>, and the net effect of the minimum wage has been to reduce the total weekly wages of minimum wage workers, because employers reduced those employees\u2019 hours to such a degree that the higher hourly\u00a0wage didn\u2019t make up for the lower work-hours.<\/p>\n<p>Now, there are a lot of unanswered questions with respect to Seattle. \u00a0Did employers move to increased levels of automation? \u00a0Did they move more of the work outside of Seattle? \u00a0Did they require greater productivity of their employers, through a literal or metaphorical \u201cspeed-up\u201d? \u00a0Did they increase the degree to which they paid workers under the table, either at a below-minimum wage or at the minimum wage, but saving money by eliminating tax withholding and other costs? \u00a0<a href=\"https:\/\/evans.uw.edu\/sites\/default\/files\/NBER%20Working%20Paper.pdf\" class=\" decorated-link\" target=\"_blank\">The study<\/a> doesn\u2019t attempt to answer these. \u00a0Likewise, the \u201chours lost\u201d are a combination of jobs lost and jobs with reduced hours. \u00a0What happened to the workers? \u00a0Did the unemployed workers remain unemployed? \u00a0Leave the workforce? \u00a0Leave the city \u2014 that is, moving or finding employment outside the city limits? \u00a0Did those with reduced hours find a second job, or simply make do with lower income? \u00a0And, if so, did they mind all that much, or, for those who were secondary earners (or teens), were they happy to have the trade-off of extra free time?<\/p>\n<p>In addition, <a href=\"http:\/\/marginalrevolution.com\/marginalrevolution\/2017\/06\/minimum-wage-evidence-danish-discontinuity.html\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">another study<\/a> out of Denmark reports that, when a minimum wage is age-based, the employment rate drops significantly when workers reach that age. \u00a0Here\u2019s the very dramatic graphic:<\/p>\n<figure id=\"attachment_6873\" aria-describedby=\"caption-attachment-6873\" style=\"width: 500px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-6873\" src=\"https:\/\/wp-media.patheos.com\/blogs\/sites\/533\/2017\/07\/minwage-3-1024x618-1024x618.jpg\" alt=\"http:\/\/marginalrevolution.com\/marginalrevolution\/2017\/06\/minimum-wage-evidence-danish-discontinuity.html\" width=\"500\" height=\"300\"><figcaption id=\"caption-attachment-6873\" class=\"wp-caption-text\">http:\/\/marginalrevolution.com\/marginalrevolution\/2017\/06\/minimum-wage-evidence-danish-discontinuity.html<\/figcaption><\/figure>\n<p>At age 18, workers must be paid significantly more, and simultaneously, at age 18, many fewer workers work. \u00a0Are they fired? \u00a0Or do they just have a harder time getting hired?<\/p>\n<p>So let\u2019s go back to my original proposal.<\/p>\n<p>Yes, it would not remedy the problem of pushing the minimum wage above the level at which even experienced workers are not worth the money. \u00a0Instead it presumes that the minimum wage is set based on the \u201cvalue\u201d, if you will, of a worker without specific skills but with the general ability to put in an honest day\u2019s work, and sets a different level (or multiple different levels) for those with this (demonstrated) ability \u2014 those entering the workforce for the first time, and those with significant gaps in employment.<\/p>\n<p>Would employers, under such a system, fire everyone (under some pretext or another) once they move beyond the starting wage \u2014 that is, from 70% to 80%, or 80% to 90%, or whatever? \u00a0Is my proposal better than the Danish system because it is more gradual, and is based on work experience rather than age?<\/p>\n<p>I suppose it depends, in the end, on how much real value there is to employers in hiring (or continuing to employ) workers with established work history, which in turn depends on how much success at work is about \u201cwork ethic\u201d in the first place.<\/p>\n<p>Readers, what do you
