[Public domain], via Wikimedia Commons' width=\"793\" height=\"600\"><\/p>\n<p>By which I mean this:<\/p>\n<p>Three Republican and three Democratic Senators have been working on a proposal that claims to be a \u201cbreakthrough bipartisan compromise\u201d on the question of whether or how to provide legal status to individuals brought to the U.S. illegally as minors.\u00a0\u00a0Senators Lindsay Graham (R-SC) and Dick Durbin (D-IL) are spearheading the effort (that is, the bill is being called the Graham-Durbin proposal), along with Sens. Michael Bennet (D-CO), Jeff Flake (R-AZ), Cory Gardner (R-CO), and Bob Menendez (D-NJ).<\/p>\n<p>The basic outline was released last night, in the form of a <a href=\"http:\/\/dailycaller.com\/2018\/01\/16\/bipartisan-senate-daca-bill-coming\/\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">one-page summary document<\/a>.\u00a0 It\u2019s key provisions:<\/p>\n<ul>\n<li>Permanent residence, with eligibility for citizenship after 12 years (with 2 years of credit for DACA-status time), for everyone who entered prior to 2012, with some waivable and some unwaivable\u00a0criminal conviction bars.<\/li>\n<li>Continued legal status and work authorization for existing TPS individuals, who will be given permanent visas at the rate of 25,000 per year, by means of reallocating half of the diversity visas temporarily.<\/li>\n<li>Parents of \u201cDreamers\u201d to be given legal status in the form of 3 year renewable residency with work permits.<\/li>\n<li>Replacing the Lottery visas with visas allocated in the same proportion to those countries, but with a \u201cmerit\u201d requirement.<\/li>\n<li>$1.6 billion for \u201cBorder Planning, Design and Construction.\u201d\u00a0 Is the word \u201cwall\u201d meant to be there?\u00a0 Or is this yet another variant on a \u201cvirtual wall\u201d?\u00a0 (The document is sure to specify that it\u2019ll be conditioned on all the usual red tape.)\u00a0 \u00a0There\u2019s also another $1.1 billion in generic border enforcement funding, and a few other miscellaneous border\u00a0provisions.<\/li>\n<\/ul>\n<p>Given that Graham and Flake are well-established as being pro-immigration and pro-amnesty, I fail to see how any of this is a compromise.\u00a0 A compromise would be individuals from opposing points of view hashing out a middle ground, in which neither party truly gets what they want but gets something moderately acceptable.<\/p>\n<p>Instead, what we have here is a bunch of pro-amnesty senators, who agree among themselves that they want to provide amnesty for \u201cDreamers\u201d and their parents as well as for the TPS folk, and trying to figure out how little in the way of enforcement provisions they can add and get away with claiming to be offering a credible proposal.<\/p>\n<p>And that\u2019s the key problem.\u00a0 If they brought Senator Tom Cotton into their discussions, for instance, and said, what can we figure out together, <em>that<\/em> would produce a compromise.\u00a0 As it is, I can\u2019t tell if they\u2019re serious, but just can\u2019t see beyond their narrow worldview, or if they are playing games by claiming something is a middle-of-the-road proposal when it simply isn\u2019t.<\/p>\n<p>And what\u2019s particularly galling is that the simultaneously claim that they will \u201cprohibit any parent who illegally brought into the country\u00a0a child who receives status under the Dream Act from being sponsored by any of their children\u201d while at the same time rendering such sponsorship wholly unneeded with the automatic provision of residence permits.\u00a0 And who are they kidding?\u00a0 A 3 year\u00a0legal residence is\u00a0permanent residency when it is repeatedly renewable.<\/p>\n<p>Now, I have my own opinions on what we should do about immigration, and I do believe in some moderate legalization program.\u00a0 But this give-away isn\u2019t it.<\/p>\n<p>\u00a0<\/p>\n<p>Image:\u00a0\u00a0https:\/\/commons.wikimedia.org\/wiki\/File%3A100203houston_lg.jpg; By U.S. Immigration and Customs Enforcement (ICE), www.ice.gov.
