{"id":43944,"date":"2019-07-02T08:32:42","date_gmt":"2019-07-02T12:32:42","guid":{"rendered":"https:\/\/admin.patheos.com\/blogs\/lovejoyfeminism\/?p=43944"},"modified":"2019-07-02T08:32:42","modified_gmt":"2019-07-02T12:32:42","slug":"when-pro-life-policies-actually-raise-the-abortion-rate","status":"publish","type":"post","link":"https:\/\/www.patheos.com\/blogs\/lovejoyfeminism\/2019\/07\/when-pro-life-policies-actually-raise-the-abortion-rate.html","title":{"rendered":"When Pro-Life Policies Actually Raise the Abortion Rate"},"content":{"rendered":"<!DOCTYPE html PUBLIC \"-\/\/W3C\/\/DTD HTML 4.0 Transitional\/\/EN\" \"http:\/\/www.w3.org\/TR\/REC-html40\/loose.dtd\">\n<html><head><meta http-equiv=\"content-type\" content=\"text\/html; charset=utf-8\"><meta http-equiv=\"content-type\" content=\"text\/html; charset=utf-8\"><\/head><body><p><a href=\"https:\/\/www.npr.org\/sections\/goatsandsoda\/2019\/06\/27\/736574110\/study-u-s-ban-on-aid-to-foreign-clinics-that-promote-abortion-upped-abortion-rat?utm_campaign=npr&amp;utm_term=nprnews&amp;utm_source=facebook.com&amp;utm_medium=social&amp;fbclid=IwAR1kCQ5dqAqneslaC-fMvLNLmElyRuVKnsERQ9D-vBLNq_WCxTEodUgsAu4\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">Ya\u2019ll remember this, right?<\/a><\/p>\n<blockquote><p>When it comes to sending U.S. aid to poor countries, every Republican president from Ronald Reagan through Donald Trump has imposed a rule [known as the Mexico City policy]: Foreign aid groups are prohibited from getting U.S. assistance for family planning unless they promise not to \u201cperform or actively promote abortion as a method of family planning.\u201d That includes providing patients with referrals or information about the procedure, even if those activities are funded by non-U.S. government sources.<\/p><\/blockquote>\n<p>I\u2019ve been writing for years that the most effective way to reduce the number of abortions performed is to ensure that women have access to contraceptives. More contraceptive access, fewer the number of abortions performed. Lower contraceptive access, more abortions performed. It\u2019s really not that complicated.<\/p>\n<p>It\u2019s exactly this reality that makes Republican policy vis a vis abortion and birth control access so backward. Conservatives say they want to decrease the number of abortions performed, but they also opposed the Affordable Care Act\u2019s mandate requiring insurance companies to fully cover contraceptives. That doesn\u2019t fit. It\u2019s backwards. Even so, here, Conservatives say they want to decrease the number of abortions, but then they <em>deny family planning funds\u00a0<\/em>that cover contraceptives to aid groups that aren\u2019t sufficiently anti-abortion.<\/p>\n<p>And guess what that does?<\/p>\n<blockquote><p>[A]\u00a0new <a href=\"https:\/\/www.thelancet.com\/journals\/langlo\/article\/PIIS2214-109X(19)30267-0\/fulltext\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">study in the medical journal The Lancet<\/a> suggests that the Mexico City policy has actually <em>increased<\/em> the rate of abortions by about 40% in the countries studied \u2014 likely because the funding ban caused a reduction in access to contraception and a consequent rise in unwanted pregnancies.<\/p><\/blockquote>\n<p>Cue surprise.<\/p>\n<p>It\u2019s almost like reducing people\u2019s access to contraceptives increases the number of abortions performed. Oh wait\u2014we already have plenty of evidence that\u00a0<em>that is exactly what it does.\u00a0<\/em>Literally no one is surprised here.<\/p>\n<p>Here are <a href=\"https:\/\/www.thelancet.com\/journals\/langlo\/article\/PIIS2214-109X(19)30267-0\/fulltext\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">the Lancet study\u2019s findings<\/a>:<\/p>\n<blockquote><p>We found that when the Mexico City Policy was in effect (2001\u201308), abortion rates rose among women in countries highly exposed to the policy by 4.8 abortions per 10,000 woman-years (95% CI 1.5 to 8.1, p=0.0041) relative to women in low-exposure countries and relative to periods when the policy was rescinded in 1995\u20132000 and 2009\u201314, a rise of approximately 40%. We found a symmetric reduction in use of modern contraception by 3.15 percentage points (relative decrease of 13.5%; 95% CI \u22124.9 to \u22121.4; p=0.0006) and increase in pregnancies by 3.2 percentage points (relative increase of 12%; 95% CI 1.6 to 4.8; p&lt;0.0001) while the policy was enacted.<\/p><\/blockquote>\n<p>In other words, in countries most dependent on U.S. aid for family planning services, the abortion rate <em>increased<\/em> when this aid was cut off. And to make the correlation clear, the contraceptive use rate <em>also<\/em> decreased during these same years.<\/p>\n<p>If there were evidence that cutting off U.S. aid for family planning agencies that perform or provide referrals for abortion decreased the number of abortions performed in the most effected countries, I could understand why Republicans do it. I would still disagree, mind you. But at least it would make some logical sense. But there isn\u2019t. Instead, there\u2019s evidence that cutting off U.S. aid for these family planning agencies <em>increases<\/em> the number of abortions performed in these countries.<\/p>\n<p>There are three possible conclusions to be reached here:<\/p>\n<p style=\"padding-left: 30px;\">1. Abortion opponents are ignorant and don\u2019t read the research on this issue, which seems irresponsible if they really believe human lives are at stake.<\/p>\n<p style=\"padding-left: 30px;\">2. Abortion opponents care primarily about virtue signaling and posturing, and not about actual results, which is really messed up if you think about it.<\/p>\n<p style=\"padding-left: 30px;\">3. Abortion opponents are primarily concerned with restricting women\u2019s ability to make reproductive choices, and not with cutting the abortion rate.<\/p>\n<p>There is, of course, a fourth option. Abortion opponents might argue that the Lancet\u2019s finding is flawed. I went to the website of Live Action, which <a href=\"https:\/\/www.liveaction.org\/live-action-applauds-u-s-state-department-commitment-to-enforce-mexico-city-policy\/\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">has praised the Mexico City policy loudly<\/a>, and found no mention at all of the Lancet study at all. The same is true of <a href=\"https:\/\/www.nationalrighttolifenews.org\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">National Right to Life<\/a>.<\/p>\n<p>It\u2019s not like the Lancet study is the first of its kind. <a href=\"https:\/\/www.hrw.org\/news\/2018\/02\/14\/trumps-mexico-city-policy-or-global-gag-rule\" class=\" decorated-link\" target=\"_blank\" rel=\"nofollow\">A Stanford study<\/a> published in 2011 had the same finding. And yet, I was unable to find any mention of this at all on the National Right to Life and Live Action websites. Their only mention of the Mexico City policy is to praise it as though it\u2019s something that\u2019s obviously right to do, without any attempt to grapple with whether it actually decreased the number of abortions performed. (Which it doesn\u2019t, just so we\u2019re clear.)<\/p>\n<p>The Lancet study, by the way, looked at countries less impacted by the Mexico City Policy\u2014those less reliant on U.S. aid for family planning services\u2014and found that abortion rates remained more constant and were not affected by, you know, whether the U.S. had a Republican or Democratic president. Which makes sense. These countries serve as a sort of control. The Stanford study looked at these countries as a comparison as well, with the same finding.<\/p>\n<p>It\u2019s almost like there\u2019s a preponderance of research pointing to increased contraceptive access as the best way to decrease the number of abortions performed. <em>Almost<\/em>.
