This book begins by identifying the fundamental dialectical tension existing within all American citizenship rights between the Declaration of Independence\u2019s guarantee of \u201cideal equality\u201d to all citizens as opposed to the Constitution\u2019s privileging of local, \u201cpractical\u201d decision-making through Article IV Sect. 2, the \u201cprivileges and immunities\u201d clause. It contends that as a consequence of that dynamic, American citizenship rights are rhetorical concepts produced through argument grounded in \u201call the available means of persuasion,\u201d including logical, emotional, and ethical appeals.
