New rule prevents states from defunding Planned Parenthood.
The Obama administration is proposing a new rule that would require states to continue to fund Planned Parenthood.
The new rule, proposed by the Department of Health and Human Services last week, would prevent states from redirecting Title X funds, which are earmarked for family planning services, to other federally qualified health centers for political reasons.
The new rule reads:
The amendment precludes project recipients from using criteria in their selection of subrecipients that are unrelated to the ability to deliver services to program beneficiaries in an effective manner.
In effect, the new rule would prevent states from defunding Planned Parenthood or any other family planning provider because they offer abortion services.
The new rule, says that states cannot withhold Title X federal family planning money from certain recipients for any reason other than the provider’s “ability to deliver services to program beneficiaries in an effective manner.”
Commenting on the proposed new rule, Cecile Richards, president of Planned Parenthood, said:
This will make a real difference in so many people’s lives. Thanks to the Obama administration, women will still be able to access the birth control they need to plan their families, and the cancer screenings they need to stay healthy.
This rule makes it clear that politicians cannot ignore the law as they pursue their agenda to stop women from getting the care they need.
While Democrats and other fair minded people are delighted with the new rule, conservatives and other anti-choice, anti-abortion, pro-fetus activists are furious. Congresswoman Diane Black, speaking for many anti-choice conservatives, called the new rule a “stunt” in a recent press release:
This latest stunt from President Obama’s Department of Health and Human Services should surprise absolutely no one,. We’ve known all along that the Obama Administration will go to untold lengths to protect its friends in the big abortion industry.
We must use the full force of Congress and the grassroots strength of the national pro-life movement to defeat this absurd rule and prevent the Obama Administration from acting unilaterally to carry out political favors and prop up a scandal-ridden abortion provider.
Despite complaints from conservatives, the new rule is expected to become permanent after a 30-day public comment period.
Bottom line: This is good news. The new rule will protect Planned Parenthood, and frustrate the efforts of religious conservatives trying to deny women access to abortion.
