In a speech at Howard University, Kentucky Sen. Rand Paul said his party needs to do more to change the overwhelming perception that Republicans are unsympathetic to black voters’ needs. Last fall, nearly 9-in-10 black likely voters said they had an unfavorable opinion of the Republican Party.
