The decision of four out of six heads of Gulf Cooperation Council states to bypass Mr. Obama’s “summit” on the region has drawn a lot of attention, with various commentators, left and right, declaring it a “snub” and others saying it’s not a snub and the Saudis claiming it’s not a snub (though it still may be a snub) and so forth.
