
The most prominent Muslim intellectual in Europe, beyond any real doubt, is the Swiss-born Tariq Ramadan:

His effectiveness as a spokesman and thought-leader in the West comes from the fact that, although deeply Islamic, he is also natively Western, intellectually as well as literally. (His doctoral dissertation was on the Swiss-born philosopher Friedrich Nietzsche.)
A number of years ago, in Melbourne, Australia, I chaired a plenary session at the Parliament of the World’s Religions for which he was a member of the panel. I was quite impressed with him. More recently, when the Parliament was held in Salt Lake City, I attended a small gathering at a mosque in Salt Lake City to which he spoke.
He’s an interesting speaker and a prolific writer.
