Engineering Grads for Call Centers?

I had heard that professionals from good technical backgrounds are leaving their chosen career paths and going over to call centers to make money. This is an article where the comments tell a deeper story than the article itsef.. here are cases of folks with bachelors in computers who cannot get a good enough job in computers and are moving into call center type activities! Is this a problem with the individual or the system?
