10 scary sexual predators who’ve spied on women at Targets across America

Philadelphia on March 30, 2015:

In Philly, a woman told police about a “white male with a normal build around 35-years of age, standing 6-feet with a crewcut” who was wearing a hat filming her under the dressing room as she changed.  According to local news, she said, “As I was picking up my clothes I noticed a pen-like instrument with a blue light. When I went to grab it, it got pulled away from me.”
