Secretary of the Arts?

Barack Obama is being urged to institute a national arts czar, possibly holding cabinet-level rank. The Secretary of the Arts would bring together the NEA, NEH, and other government arts initiatives, doing other things for arts education and that sort of thing. The office would be similar to the Minister of Culture in other countries. Musician Quincy Jones is leading the effort, which has attracted 76,000 signatures on an on-line petition. So, assume that money is no object, that the nation could afford this. Do you think it is a good idea? Put another way, why, in principle, is this a bad idea?
