Kol Yisrael translates to all of Israel. In Parashat Dvarim, when Moses speaks to kol Yisrael, hes not speaking to a divided Jewish people: hes speaking to them as one. Its fitting that this year, we read Parashat Dvarim in the lead up to the Israeli Supreme Courts ruling on an egalitarian prayer space at the Kotel.
