Ultimately, the US Constitution is not a suicide pact. Security must be secured. But this does not mean that there is not a wrong, illegitimate way to do this. The right way to do this is to act within the normal bounds of the US Constitution and its conception of rights and limits on government action. If, due to mistakes, the planning of our enemies, or overwhelming odds arrayed against us the normal order cannot be maintained while assuring a chance for victory, accommodations can be made. They must, however, be clearly drawn, have a limiting principle applied, and such accommodations be viewed as a temporary stain on the honor of every member of Congress and every member of the executive charged with securing the nation. The stain will go when the normal constitutional order is restored.
Any member of Congress or member of the executive who strives to extend these temporary exceptions one minute beyond their necessary existence is dishonoring himself, his colleagues, and the nation. I already detect that we have passed on certain strategies which would reduce the lifetime of these exceptions to normal constitutional order. This shames the nation and should never be forgotten.
