Gov. Bill Richardson of New Mexico signed a repeal of the state’s death penalty, calling it the most difficult decision of his life. New Mexico becomes only the second state to outlaw the death penalty since it was re-instated by the US Supreme Court in 1976. His choice was supported by the Roman Catholic Church and opposed by the state’s police force and district attorney’s.
