    Those are Kahramanmaraş ice-cream guys, their specialty is that they make it kind of sticky and then the magic tricks can ensure, such as pretending to give you the ice-cream but quickly taking it away leaving the empty cone in your hand (sleight of hand there, he really put a second cone underneath the first) Anyhow. For some reason I heard from my Japanese friends, that it has become popular over there :)
